A. PurposeThe operation Manager assists the Operations Division Manager in his responsibilities for operations and is deeply involved in fostering world-class health, safety and environmental activitiesB. ResponsibilityOperation Manager has responsibility of CDU, LRU, MEROX, KHDS, GOHDS and FLARE Unit operations. He is also the person in charge of following duties: Specialize in above refinery operations and have a considerable amount of experience in plant commissioning, startup, troubleshooting and normal operation.To manage its Section, minimum works are as follows:? Provide support on all technical matters relating to operations and projects.? Guide, direct and motivate subordinates including the setting of performance standards and assessing training needs in association with the Human Resources Department.? Provide an efficient integrated auditing system aimed at ensuring adherence to company policy, as well as to continuously identify possible system and performance improvements.? Set Section objectives, policies, and strategic procedures and programs.? Approve the qualifying of outside services, consultants and contractors.? Recommend, with assistance of the Deputy Managers and other departments, plant modifications and capital expenditures as required to improve operation efficiency.? Develop the section budget, maintain budget control during the year.? Provide direct supervision to work and activities within his area and ensure that the manpower requirements and personnel competencies are met, and recommend career or organization changes to achieve the highest plant safety and performance.? Assess the qualifying of services, employees, consultants and contractors to ensure the competence and compliance to the required job requirements and specifications.? Identify potential areas for improvement and optimization of the plant by monitoring performance, constraints and bottlenecks.
