OBJECTIVE:On and off-site project coordination, working with other UN agencies, the World Bank and government on overall coordination, developing project guidelines, recruitment, risk management, monitoring and MIS technical support for the second phase of the Takaful cash transfer programme.DESCRIPTION OF ASSIGNMENT:Under the direct supervision of the Chief of Social Protection, the temporary consultant will work for three months on the following;? Coordinate, monitor and oversee the project implementation. In addition to adjusting the activities as necessary to ensure the successful completion of the project;? Manage the project requirement, scope, schedule, risks, quality and manage stakeholders expectations;? Provide continuous progress reviews, situation reports and programmatic/operational updates to NAF Management; to enable informed decisions;? Facilitate and coordinate the programmatic discussions amongst the project donors, partners, and focal point;? Review and update operation manual of NAF expansion as needed;? Support the discussions and negotiations with all vendors/suppliers at various stages of project implementation;? Support the process of defining business rules and process flows necessary for the design and/or update of the Management Information System, as well as the projects operating procedures.? Work with the respected stakeholders on developing and/or updating the standard operating procedures as per a set outline.? Provide technical support in the MIS testing as well data collection and processing.KEY DELIVERABLES:DeliverableProgress reviews and reports shared with NAF and/or respected stakeholdersupdating and Sharing project activities and detailed workplanProduce a matrix of donors and stakeholders categorized support, linked to budgeting outputs and gaps fillingMIS Business rules definition updated for previous modules and developed for new modules with NAF and the respected stakeholdersProgress reviews and reports shared with NAF and/or respected stakeholdersProject SOPs updated and cleared by the projects managers and focal pointsupdating and Sharing project activities and detailed workplanFinal report shared with NAF and/or respected stakeholdersQUALIFICATION REQUIREMENTS:1.Education: University Bachelors degree2. Work experience:Required experience:- A minimum of three years experience in the humanitarian and development sector, preferably with a UN agency.- Experience in implementing humanitarian cash transfers and social protection programming/coordination.Desirable Experience:- Experience in coordinating governmental work.- Experience in producing programmatic guidelines as per UN standards.- familiarity with MIS definitions and design stages .3. Technical knowledge: Knowledge in Cash Transfers cycle and implementation, familiarity with the socio-economic situation of Jordan, excellent reporting skills, data analysis and visualization skills, familiarity with project coordination pillars.4. Language: Fluent in Arabic and English, both written and spoken.PAYMENT SCHEDULE:12. PROPOSED PAYMENT SCHEDULELump sum payment will be made upon completion of deliverables (25%, 35% and 40%) , inclusive of all professional fees, daily allowances, living allowances, and other administrative costs. Overtime, weekend and official holidays will not be compensated, nor will any holiday/leave time be granted.
