To date provision by UNICEF for pupils learning has largely been provided through Makani Centres ( MySpace in Arabic ) outside of the formal education system. The Makani centres have a Learning Support Service where pupils have had access to the formal curriculum with a focus on numeracy and literacy. Interventions taking place in the formal school system have been minimal. UNICEF will continue to support humanitarian and emergency work in the camps whilst moving towards a development approach which includes supporting system strengthening and the quality of learning within the school system. There are currently many challenges in developing quality education in camp schools. Principals and teachers are bused in and out of Azraq and Za'atari daily, so opportunities for colleagues to work and plan together are limited. The recruitment pool for all positions in the camps is small often limited to new recruits or retired colleagues which increases the challenges in managing quality learning. Principals largely only perform an administrative role and normal school structures are underdeveloped. This means that there is little focus on pupil learning. Additional barriers have included a lack of access to electricity, leading to physical environments not conducive to learning.UNICEF have identified the need to support the DoEs responsible for education in the camps, school supervisors and school leadership teams to focus on the quality of learning within their schools. The purpose of this consultancy is to support the DoE and schools in working within these constraints more constructively as a team and developing their responsibility and accountability for learning.OBJECTIVE:To develop comprehensive data driven improvement planning within each of the schools in Azraq and Zaatari refugee camps providing relevant professional development, coaching and mentoring to support school leadership teams to implement their improvement plans.DESCRIPTION OF ASSIGNMENT:1 - To scope the leadership activities that school principals have received or currently have access to by working with the camp team to interview principals and map the work of other organisations and MoE.2 - To support school leadership teams in Azraq and Zaatari Camps to plan for quality improvements in their schools using a range of school data. It would be expected that schools would be supported to undertake the following activities:? Support school leaders to create an instructional leadership structure within each school and provide training to the different levels within the structure - i.e. provide a workshop for subject leads to help them take responsibility for learning in their areas.? Support school principals to write an improvement plan with tangible actions and help them implement that plan with regular reviews i.e. implementing community meetings, attendance monitoring, regular meetings with subject leads, effective use of Syrian Assistant Teachers etc.3 - To support school supervisors to develop their role within their assigned school. It would be expected that supervisors undertake the following activities? Professional development to build capacity in their skills of observation, mentoring and coaching? Develop their understanding of how to support the school as a learning organisation? Increase their sense of responsibility and accountability in delivering improved learning results throughout the school.4 - To support the two district offices of Education in Zarqa and Mufraq in developing working relationships with the schools in their camps focused on learning outcomes.5-Support all stake holders in the QA process for data monitoring activitiesKEY DELIVERABLES:A translator will be provided to support all field work and workshop delivery. Translation will be provided for all workshop materials.? Mapping report on leadership training activities within the Camp? Preparation and implementation of Professional Development Workshops for:? District of Education Officers? School Supervisors? School Leadership Teams? 1:1 Coaching and mentoring for school leaders? Final report with next stepsHow can you make a difference?Expected Deliverables:The consultant is expected to deliver the following products:Deliverables (2020)Interview principals and school leadership, DOE staff and key organizations working within Azraq and Zaatari to establish the leadership training they have received and their professional development needs. Report (2 -4 pages)Become familiar with all QA processes for collecting data with field and school staff. Identify any challenges that need to be addressed to ensure data is accurate.Develop a workshop for school leadership teams and DOE staffDevelop a workshop for school supervisors and DOE staffDeliver a workshop for school leadership teams and DOE staff (3 groups)Deliver a workshop for school supervisors and DOE staff (2 groups)Provide 1:1 support for school leadership teams and supervisors in both camps - records to be kept of support givenProvide final short report of progress made and next steps (3-6 pages)To qualify as an advocate for every child you will haveQUALIFICATION REQUIREMENTS:1.Education:Qualified teacher status to international standards, Bachelor Degree2.
