National Migration Data Specialist

Job Description

OBJECTIVE:The main purpose of the consultancy is to provide support to UNICEF Jordan Country Office, map and analyse data and information on child migration and displacement, support development of brochures/snapshots on migration and displacement in Jordan.DESCRIPTION OF ASSIGNMENT:This assignment is part of a UNICEF HQ lead initiative to develop data assessment tools to understand data availability, data analysis and reporting flow, identify bottlenecks in the collection, analysis, and use of child migration and displacement data (with focus on all children on the move including Dom population in Jordan), and provide recommendations on how to enhance these systems. All tasks to be carried out as part of this consultancy should be done under the technical guidance of Data and Analytics Section, DAPM, UNICEF HQ, and in consultation with UNICEF Jordan Country Office and relevant national counterparts. The consultant will be mainly responsible to provide technical expertise for the timely and quality implementation of the project in 2019-2020.KEY DELIVERABLES/DEADLINES? Provide technical expertise for data and information compilation and data analysis? Carry out desk review on data and research on data collection, analysis and use and reporting flows in Jordan;? Provide input to UNICEF and partners about the Jordanian context for understanding data availability in relation to migrant and refugee children;? Based on scope of project, support in project implementation to map data collecting entities, data availability and sharing mechanisms.? Provide organizational support to UNICEF (and partners as needed) in coordinating implementation of project and relations with relevant institutions (to collect and review the available data, identify gaps and plan for data improvement);? Assist in preparation and organization of meetings with relevant stakeholders and agencies involved in data collection, analysis and use on migration, including the national migration working groupThe table below details expected deliverables, estimated timeframe and payment schedule:Key TasksDeliverables? Conduct desk review on data collection, data analysis, data use and reporting flows in Jordan, in terms of migration data;? Map data collecting and analysis entities, data availability and sharing mechanisms.Report of the desk review and mapping exercise? Based on desk review and mapping carry out data analysis and develop a brochure/data snapshot on migration in Jordan, with a focus on childrenBrochure/data snapshot on migration data related to children in JordanPowerPoint to be presented at the national migration working group in English and Arabic? Provide regular technical support to UNICEF and coordinate with the UN National Migration Working Group in Jordan to implement the project? Final progress report on implementation of the consultancy as per the agreed plan n Successful completion of final products of all deliverablesFinal report showcasing work carried out and recommendations for next stepsAs well as final products of all deliverables in Arabic and EnglishREPORTING REQUIREMENTS:Monthly action plan should be developed in consultation with UNICEF. At the end of each month, progress report and recommendations for the coming month must be submitted in an unprotected soft copy in English and Arabic to both UNICEF. All knowledge products should be submitted in English and Arabic,QUALIFICATION REQUIREMENTS:? Education:? A university bachelors degree or higher level in social sciences, demography, statistics and or other relevant areas.? Work experience:? At least 4 years of work experience in a related field;? Demonstrated knowledge/experience in research and statistics, preferably on migration/children on the move, forced displacement;? Work experience in international organizations and UN agencies and/or government agencies in Jordan on issues related to migration is an asset;? Technical knowledge:? Proven experience in data analysis and assessment of data;? Strong analytical, writing and communication skills; ability to draft text clearly and concisely;? Experience in project coordination;? Good interpersonal and communication skills;? Personal commitment, efficiency and drive for results;? Ability to effectively handle multiple tasks under time constraint;? Proven track record of delivering on time and within the budget;? Knowledge of migration data sources at the national level in Jordan is considered an asset;? Proven experience on migration data capacity-building in low- and middle-income countries, including field experience desired;
