Job Description

OBJECTIVE:The purpose of the consultancy is to coordinate all efforts related to building NCSCMs capacity in relation to their understanding of risk, and to oversee the adaptation of national social protection systems to ensure greater coordination among key stakeholders, and effective mobilization for response.Specifically, the consultant will work on the following:? Support UNICEF in formalizing its cooperation with NCSCM through the drafting of a protocol;? Organize knowledge-sharing events, under the NCSCMs leadership and with participation from key Government and academic institutions, on risk and vulnerability, and shock-sensitive social protection and cash transfers;? Support the NCSCM in identifying its possible in-kind support needs for emergency response;? Coordinate the overall adaptation of the NAF cash transfer programme, including ensuring adequate coordination with NCSCM and monitoring the work of the specialized company developing the management information module.DESCRIPTION OF ASSIGNMENT:Under the direct supervision of the Chief of Social Protection and Chief of Field Coordination, the consultant will work for four months on the following;Support to NCSCM:? Lead on analytical work to assess existing risk and vulnerability literature and documentation, frameworks and relevant policies produced by UNICEF, partners and government;? Support UNICEF in formalizing its cooperation with NCSCM through the drafting of a protocol;? Organize knowledge-sharing events, under the NCSCMs leadership and with participation from key Government and academic institutions, on risk and vulnerability, and shock-sensitive social protection systems and cash transfers;? Support the NCSCM in identifying its possible in-kind support needs for emergency response;Support to adaptation of NAF programme:? Facilitate and contribute to the dialogue between NAF and NCSCM;? Review of existing NAF and NCSCM disaster and emergency framework to inform linkages and information flows;? Based on above analysis, research and counterparts discussions, develop and design a structure for an Emergency and Disaster module to be developed into NAF MIS;? Coordinate with and monitor the work of the development firm on the programming and production of the module;? Ensure alignment and contribution to UNICEF Emergency Preparedness Platform (EPP) and to meet the minimum preparedness standards (MPS)KEY DELIVERABLES:Deliverable? prepare List of NFI requirements for NCSCM? Draft protocol with NCSCM? Draft detailed and costed programme, including list of participants, for knowledge sharing event on risk and vulnerability? Knowledge Sharing Event report? Situation analysis of current NAF and NCSCM emergency and disaster response frameworks, with recommendations for linkages and coordination entry points? Proposed design for MIS Emergency and Disaster ModuleQUALIFICATION REQUIREMENTS:A Masters degree in Urban Planning, Disaster Risk Management, Geography, Engineering, Economics, or closely related field;A minimum of 5 years of relevant professional experience in fields which include disaster risk management, environmental management, and land use planning;A minimum of 5 years of professional experience in project management and implementation;Extensive knowledge of disaster risk management;Demonstrated analytical and writing skills;Demonstrated ability to deliver high quality outputs while working under pressure and within tight time schedules;Demonstrated ability to work effectively with Government officials and technical staff and with other stakeholders,Proven strong leadership and communication skills and ability to work cross-sector and lead inter-disciplinary teams;Strong task and project management skills, with a proven record of problem-solving capability and a proven ability to conceptualize, design and implement major projects;Strong written and oral communication skills, with demonstrated ability to make effective presentations to diverse audiences.Excellent command of English and Arabic.PAYMENT SCHEDULE:12. PROPOSED PAYMENT SCHEDULELump sum payment will be made based on deliverables (10%, 40% and 50%) , inclusive of all professional fees, daily allowances, living allowances, and other administrative costs. Overtime, weekend and official holidays will not be compensated, nor will any holiday/leave time be granted.
