Job Description

Role Purpose Working closely with the Strategy & Engagement manager, this position will lead, support, and/or coordinate the development and implementation of engagement with Base Economy and private sector entities on behalf of NEOM Authority, Environment Department.This is critical role in the planning for, and transition to, governance by the NEOM Authority, Environment Department from Base Economy, assuring that relationships, agreements, and methods are in place to assure readiness for the Department to govern its environment and sustainability mandates. Longer-term, this role is critical to maintain operational relationships with external entities, assure department compliance with appropriate protocols and procedures, assure internal delivery of external commitments, and oversee Department monitoring and reporting of external commitments.NEOM Authority, Environment Department anticipates significant needs related to regulatory transition of existing permits (e.g., MEWA (Ministry of Environment Water and Agriculture), NCEC (National Centre for Environmental Compliance), as well the need for long-term coordination with key stakeholders (e.g., CITES Authorities, Center for Meteorology, Permanent Coastal Committee).Key Accountabilities & Activities Strategy and Engagement Functions

  • Champion Department readiness and Authority transition
  • Support to Head of Department in establishing Department strategy and set up
  • Champion development of environment and sustainability policy and regulations
  • Initiate stakeholder engagement to support transition, including Authority coordination with the Base Economy
  • Support to formal set up of the Sustainability Committee
Tasks
  • Identify needs for engaging external stakeholders for advancing the mandates and strategies of the NEOM Authority, Environment Department
  • Develop the methods for engaging external stakeholders for advancing the mandates and strategies of the NEOM Authority, Environment Department
  • Build and maintain operational relationships with external stakeholders
  • Lead NEOM Authority external engagement, including assuring compliance to appropriate protocols and NEOM Authority procedures requirements
  • Oversee the initiation, negotiation and documentation of Memorandum and Understanding or Agreements with external stakeholders (e.g., regulatory transition of permits)
  • Lead the NEOM Authority transition planning and implementation of transition plans from Base Economy Authorities to NEOM Authority
  • Coordinate with Base Economy to comply with, and report against, lasting KSA (Kingdom of Saudi Arabia) obligations under international agreements and conventions
  • Communicate internally and foster implementation of any external commitments
  • Track and report on external commitments to relevant external entities
  • Support the development and implementation of change management plan(s) during the initial period of regulatory transition from Base Economy
  • Implement project controls to ensure that objectives are met in a timely and cost-effective manner
  • Provide support to cross-functional projects and programs related to governance, policy, and strategy
  • Conduct desktop research and analysis on technical topics in relation governance, policy, and strategy
  • Participate in strategic planning sessions and technical reviews
  • Work collaboratively to help achieve the objectives
  • Communicate regularly, developing strong relationships across the organization and with external stakeholders
  • Facilitate workshops to solicit input from internal and external stakeholders as needed
  • Perform other duties as assigned
Knowledge, Skills And Experience
  • Sharp analytical skills and scientific-based orientation to problem solving
  • Skilled in project management and coordination
  • Strong organizational and time-management skills
  • Strong verbal and written communication skills
  • Strong Arabic and English (verbal and written) mandatory
  • Ability to work in complex organizations and collaborate across a matrix organization
  • Experience in sustainability performance reporting or environmental/ sustainability performance management and implementation or similar
  • Understanding of UN Sustainable Development Goals and a broader knowledge of environmental, social, and economic sustainability
  • Be able to coordinate and lead projects with moderate oversight
  • Enthusiastic, honest, personable, positive attitude, punctuality, and accuracy
  • Passion for environmental protection, sustainability
Qualifications
  • BSc. in Environmental Science/ Sustainable Planning & Development/ Architecture/ Engineering/ Environmental Policy or related
  • A minimum of 2 years experience (employment and/or internship) in the Middle East, preferably in the Kingdom of Saudi Arabia
