They are what we believe, what customers can expect, and how we deliver.Project DescriptionSaudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.Summary Of ResponsibilitiesThe Senior Temporary Works Engineer (Electrical) is be assigned to the field construction organization in managing the activities of the assigned contractors works. Responsible for overseeing appointed Contractors job site Electrical activities related to construction of temporary facilities and ensure that the construction operations and contractors performance are in compliance with project ES&H, quality, schedule requirements, whilst maintaining effective relationships when interfacing with stakeholders.Essential Job Duties
  • Maintain Bechtels Zero Accident Philosophy, and ensure contractors compliance to the project ES&H plans, site security plan, traffic plans, emergency response plan, housekeeping, fire protection and jobsite work rules
  • Leads by example in all aspects of the works site. This includes safety, quality, and leadership. Encourages
  • all personnel to follow by these actions and attitudes
  • Responsible for reviewing the Contractors submitted daily reports in Aconex and shall escalate discrepancies in their own records accordingly.
  • Actively engages with craft on site during each shift to ensure all activities are being completed in line with the approved RAMS and the project ES&H standards. In addition, joint safety inspections with craft supervision are to be conducted and all actions closed
  • Liaises with craft supervision within their works area daily on any issues on works not being completed correctly. Reports any construction issues (e.g. constructability, safety, quality, progress compared to program, Contractor interface, etc.) to their supervisor immediately and assists in their close out
  • Aware of the project temporary works requirements and site areas temporary works designs. Audits the site works to the temporary designs to check on the correct construction and escalates as required
  • Monitors construction activities to ensure they are completed as per approved quality plan, ITPs, procedures and the latest IFC drawings
  • Awareness of all quality documentation to ensure compliance with project designs and specification.
  • Assists in the review of Contractor technical submittals
  • Has awareness of and understands Contractor NCRs to ensure close out prior to works progression
  • Checks all materials being used are approved for that project activity
  • Monitors that all changes to the works follow the correct process in the form of RFIs and FCDs prior to site implementation
  • Monitors assigned contracts to ensure contract remains up to date in areas such as drawings, specifications, cost, and schedule
  • Support and guide contractor to achieve the safety, quality, and schedule requirements
  • Ensures required permits and licenses are in place prior to the start of works at site
  • Ensure that all required reporting, including daily reports are collated, reviewed, and submitted on time
  • Ensure the closure of construction activities are systematic and complete in all respects
Qualifications, Experience, Job Knowledge, And Skill Set Requirements
  • A recognized bachelors or masters degree in Electrical Engineering
  • Minimum 15 years of professional experience
  • Experience in construction of large-scale industrial / Infrastructure projects either in direct construction or construction management role or with a Project Management Consultant
  • Knowledge of Saudi Building Code, Saudi Electrical Code and BS 7671 IET Wiring Regulations
  • Experience in Lock Out Tag Out (LOTO) procedures and safe isolation practices
  • Experience in site temporary electrical installations and their safe installation
  • Knowledge and experience in the implementation of ES&H and quality management systems
  • Experience in KSA / Middle east / GCC is preferred
  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle
  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractors staff and field engineers
