Overview Position Lead, Urban Planner Division Chief of Staff Department Urban Planning Sector NEOM Authority Role Purpose We are seeking an experienced Lead, Urban Planner to join our Land Use Permits team in the Urban Planning Department. The ideal candidate will be responsible for providing expertise and guidance on land use permits that meet NEOMs sustainability goals and vision. The successful candidate will be tasked with collaborating with various stakeholders to evaluate land use proposals, while ensuring compliance with governance and procedures.The candidate will have a wide range of applied practical experience in managing urban planning processes, and an ability to incorporate NEOMs specific architectural, environmental and sustainability vision when analyzing and reviewing planning proposals. The candidate will be able to support and encourage high quality planning by applicants for land uses in NEOM through the Land Use Permit process, and ability to provide constructive and clear feedback on proposals that require alignment with the NEOM vision or additional work to meet the necessary high quality standards.The work environment for this role is dynamic, fast-paced and involves shifting priorities on short notice, and with high exposure to NEOMs Executive Management. The successful candidate will need to demonstrate resilience and ability to adapt to changing circumstances and meet short deadlines whilst managing multiple projects simultaneously. The work will involve collaborating with many stakeholders who have different interests, which will require strong communication and negotiation skills. The successful candidate must have a proven ability to work collaboratively in a team and be proactive, while maintaining a high level of professionalism and technical expertise.Key Accountabilities & Activities

  • Conduct technical reviews of land use permits for compliance with governance and procedures.
  • Collaborate with the Planning Authority and the Urban Planning sector to ensure proposals are aligned with the NEOM Regional Plan and Master Plans.
  • Provide technical expertise and guidance on land use planning to ensure synergy amongst various land use permit proposals.
  • Evaluate proposals, ensuring that proposed solutions are optimal and in keeping NEOMs sustainability goals and Vision.
  • Communicate with various stakeholders and facilitate meetings to resolve identified issues.
  • Maintain accurate records and documentation of permit requests and department reviews.
  • Identify potential risks, dependencies and interfaces between land use permits and the various stakeholders and prepare technical reports and recommendations.
  • Periodically report on the status of land use permits and escalate key issues to the departments management in a timely manner.
  • Work closely with the GIS team to capture accurate land use permits information in the GIS system.
  • Assist the planning compliance team in conducting due diligence on non-compliant activities against approvals and stated conditions.
  • Stay up to date with relevant policies, strategies, procedures, the NEOM Regional Plan and Master Plan developments that affect the land use permit process.
Background, Skills & Qualifications Knowledge, Skills and Experience
  • Understanding of planning systems and policies, as well as the legislative and regulatory frameworks that influence land use.
  • Excellent technical writing and oral communication skills.
  • Ability to work collaboratively in a team setting, with a proactive attitude and maintaining professionalism.
  • Strong project management skills, with the ability to work on multiple projects concurrently and meet short deadlines.
  • Extensive experience working with GIS systems and software.
  • Knowledge of sustainability and environmental planning best practices.
  • Experience in stakeholder management and conflict resolution.
  • Must have excellent knowledge of Microsoft PowerPoint and Excel.
  • Have excellent knowledge in MS Office Suite, Adobe Acrobat, and SharePoint with ability to maintain organized documentation.
Qualifications
  • A degree in urban planning, architecture, or a related field.
  • Relevant years of experience in urban planning, with experience in land use permitting, design and/or compliance.
