They are what we believe, what customers can expect, and how we deliver.Project DescriptionNEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.Position Description

• Manages the interfaces for all engineering, procurement, and construction interfaces (external & internal) associated with the design and construction.
• Promotes the integration of project goals and objectives for the NEOM Projects.
• Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including: Execution Plan Contract Management Plan Change Management Plan Plan for addressing critical cross-functional work processes and systems, etc. Obtains concurrence by the members of the project team, functional management and the Customer. Promotes the use of constructability reviews during project execution.
• Acts as point of contact with the customer Area Directors and Senior Management.
• Identifies quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments. Assesses customer perception of quality on a regular periodic basis.
• Promotes the management concept of Six Sigma/Continuous Improvement among all members of the project team. Leads the process for the Customer and Bechtel.
• Promotes, monitors and mentors the concept of total installed cost (TIC).
• Initiates, promotes and continually practices team building.

Basic Qualifications

• Bachelor of Science Degree in Mechanical or Civil Engineering.
• 20 years of increasingly responsible positions in an international EPC company, managing EPCM contracts.
• Minimum 5 years experience in technical projects managing interfaces within one or more major infrastructure projects.
• Exemplary quality and safety record.

• Risk Analysis/Contingency Evaluation
• Estimate/Proposal Review Process
• Ability to effectively organize a project team in a matrix organization.
• Knowledge and understanding of industry standard tools, techniques and procedures including:
• Engineering project design experience in with major project home office engineering roles
• Contracts and Procurement experience with multiple projects working over the entire contract lifecycle utilizing a major constructors systems and procedures.
• Project Controls
• Environmental, Safety, and Health - with formal training in and application of best-practice ES&H for major international resource industry construction projects
• Financial management.
• Quality Management - utilizing QA processes and overseeing QC processes on major projects, utilizing major constructor systems.
• Business Improvement and Root Cause Analysis - qualification in a recognized business improvement methodology - with application on major resource projects.
• Automation, including standard office tools.
• Demonstrated experience in producing customer presentations and writing Monthly progress reports.

Additional Qualifications

• Prior Middle East Infrastructure experience
• Knowledge and understanding of working arrangements with contractors in the Middle East.
• Experience with cost reimbursable projects.
