Job Description

Role Purpose The Environment Department requires the expertise of a Develop Specialist to develop and assure the execution of the Culture Management Project. The Development Specialist is responsible for leading the development of the change management and culture strategy plan and communications.Key Accountabilities & Activities People Management and Support

  • Facilitate capability assessments and identify training, experiential or development needs for staff and organisation.
  • Support individual career planning, plan department workshops and ensure NEOM HR programs are publicised and accessible to environment staff.
  • Development of internal training programs for the whole department to align competencies and skills (for the use of standard data assessment, reporting systems, project management etc) and implement various learning methods companywide (e.g., coaching, job-shadowing, online training).
  • Work closely with identified leaders to develop succession planning and talent profiles.
  • Work closely with hiring leaders and NEOM Recruitment to identify and interview quality talent to fill vacant FTE positions via effective processes.
Supplementary Man Power (SMP) Framework Agreements
  • Management of Master Lists of posts and related progress and projected budget spend.
  • Support for budget tracking and management, including timely pre-approval of expenses and SESs / timesheet approvals, and lodging of accruals, along with monthly reporting to Office of Chief Environment Officer (utilising support staff).
  • Liaise with NEOM HR to draft and manage the approval of Work Orders.
  • Overseeing all mini-competitions and interface with NEOM Procurement.
  • Updating master list.
  • Reporting monthly spend of SMP budget line item, including monthly reforecasts.
Training/Coaching & Wellbeing
  • Assess the environment and culture via regular surveys. Develop and lead initiatives that support staff wellbeing.
  • Design coaching sessions with environment staff to reinforce the group cohesion.
  • Evaluate individual and organizational development needs.
  • Carry out capability assessments across the organization and identify the training needs for staff development.
  • Development of internal training programs for the whole department to align competencies and skills (for the use of standard data assessment, reporting systems, project management) and implement various learning methods companywide (e.g. coaching, job-shadowing, online training).
  • Assess the success of development plans and help employees make the most of learning opportunities.
Knowledge And Experience
  • At least 5 years in a similar role
  • Competency in Communication, Ability to persuade and influence others.
  • Experience in Culture Management, Training,
  • Proficiency in Microsoft Office Suite
  • Skills in Time Management, Attention to Detail, Problem Solving, Establish priorities, Organizing, Multi-tasking, Order Management, Billing, Reporting, Researching, Ordering, and Scheduling.
Education and Certifications
  • Bachelors Degree in Engineering, HR, Communication or a similar field.
  • CFA (preferable)
