C2 Operation Center Lead

Job Description

The C2 Operating Centre lead will be responsible for overseeing the operations and management of the NEOM Command and Control center, which serves as the central hub for monitoring and coordinating the analysis, dispatching and resolution for all emergency situations and agencies. The manager is responsible for ensuring that the center can effectively and efficiently respond to emergencies, crises, and other situations that require coordinated action within NEOM Communities and Regions. The ideal candidate would be able to anticipate and identify issues with live services and performance by continuously monitoring trends, then take initiative to research and resolve any potential problems or opportunities for enhancement.Operations and OversightSupervise the operation and management of the Security Operations Control Room and personnel

• Employ and provide feedback to on the next generation intelligence, surveillance and monitoring architecture that facilitates proactive prevention through a comprehensive and integrated systems approach in the Security Operations Control Room
• Assure day to day compliance and interoperability with published global and regional Security and communication standards in the Security Operations Control Room
• Provide feedback to Senior Manager, Security Operations Control Room on the next generation intelligence, surveillance and monitoring architecture that facilitates proactive prevention through a comprehensive and integrated systems approach in the Security Operations Control Room
• Execute, monitor and provide recommendations to Senior Manager, Security Operations Control Room, on the interrelationships between technology driven processes that produce the Common Operational Picture (COP) and human decision making
• Oversee and evaluate the performance, training, and proficiency of three Security Operations Room Operators

Knowledge, Skills And ExperienceA mindset that can execute and monitor Command and Control processes using leading edge technology that enables NEOM leadership in directing, assessing and leading the organization

• A proven track record of successful leadership and management in the Command and Control discipline
• Evidence of having managed complex Command and Control centers
• Ability to listen, understand, think and act in a dynamic, fast-changing and complex Security environment
• Detailed understanding of how to execute intelligence planning and execution that drives operations and leads to proactive decision making
• Proven risk assessment and mitigation skills applied across projects in a complex operational environment
• A collaborative mindset and able to work with other agencies, organizations and directorates on joint projects

Qualifications

• Minimum Bachelors Degree (Masters preferred)
• 7+ years managing organizational Command and Control functions
