Job Description

Position: Asset EngineerReports to: Asset ManagerSector: Land MobilityJob Location: NEOMRole Purpose:The purpose of the Asset Engineer role is to support the development of the relevant Asset Management policies and frameworks as well as providing the relevant technical expertise ahead of the Commercial Operator being onboarded. The Asset Engineer will be required to provide comprehensive engineering support to the Shadow and Commercial Operators.This individual will:

  • Work hand in hand with the design and build contractor during the various design phases. In addition, the Asset Engineer will be expected to be the single point of key technical expertise and b e part of a team acting as the custodian of the NEOM Rail Technical Authority managing the day-to-day technical requirements, enforcing NEOM Rail wide standards and procedures and retaining accountability for evaluating and managing derogations from engineering standards.
  • Work closely with the Head of Asset Management & Engineering Head of Rail Operations and Project Director - Spine to develop and deliver the strategic plan to build the necessary NEOM Asset and Infrastructure systems, data and technological strategies and capabilities.
  • Be part of a team acting as the custodian of the NEOM Rail Technical Authority managing the day-to-day technical requirements, enforcing NEOM Rail wide standards and procedures and retaining accountability for evaluating and managing derogations from engineering standards
Key Accountabilities & Activities Short term 2024 Now till launch of operations (Day 1)
  • Working alongside the Design and Build Contractor to review design and build designs for sub-systems and detailed design for operations and maintenance.
  • Developing the Asset Management Strategy and Policies
  • Developing Asset Management and Maintenance Framework to be used by the Shadow and Commercial Operator.
  • Developing Asset Management policy and strategic management plan.
  • Supporting the development of Asset Safety Cases.
  • Supporting with the handover to Shadow Operator.
  • Cascading the relevant Asset Management strategies, policies and frameworks to the Commercial Operator once onboarded.
  • Ready for operations and maintenance - Ensuring all the relevant input and support has been provided for testing & commissioning ahead of trial operations commencing.
  • Supporting relevant assurance checks for the transition between testing and commissioning and the commencement of trial operations.
  • Developing renewal and enhancement schemes to meet NEOM Rails goals prior to handover to delivery.
  • Following handover to the Commercial operator, supporting the development and implementation of projects to confirm the renewal requirements are sufficient, correctly interpreted and any changes agreed.
Operational BAU (Day 1 onwards)
  • Ensuring adherence to ISO55000 standards by all contractors within the NEOM Rail ecosystem
  • Supporting implementation of the Asset Management Framework - ensuring it is being applied by the Commercial Operator, DBM and Maintenance Contractors.
  • Stakeholder management and coordination in ensuring consistency in application of standards / procedures across contractors.
  • Defining Asset Lifecycle Performance Improvement plans.
  • Providing systems engineering input to the determination of appropriate engineering maintenance regimes and activity volumes for assets in accordance with company policies, standards, and specifications. Providing necessary assistance to determine compliance with suitability and robustness of maintenance regimes.
  • Monitoring and striving to improve the technical competence of engineers associated systems engineering.
  • Specify acceptance criteria for engineering works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Audit acceptance processes are being discharged appropriately.
  • Working with members of the team to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and identify critical technical problems.
  • Checking that accurate and comprehensive records relating to the existence, configuration and modification history of rail engineering assets are maintained and that they accurately reflect their current as built status.
  • Implementing performance metrics and key performance indicators (KPIs) to measure the effectiveness and efficiency of business processes.
  • Participating in investigations of incidents relating to renewals where required.
  • Monitoring trends arising from examinations and evaluations, assessments, asset capability and failure precursors and confirm that action is specified and taken and participate in investigations of incidents.
  • Stakeholder management and coordination to ensure all interfaces are being regularly managed across the NEOM Rail ecosystem of contractors and other key stakeholders.
Knowledge, Skills And Experience General experience:
  • At least 8-10 years of progressively responsible roles in a complex, multi-disciplinary environment, focusing on Asset Management, Infrastructure & Engineering. Ideally with most experience based within Rail projects.
  • Experience working in the MENA region is preferred.
  • Ability to think strategically along with creative problem-solving skills.
  • Strong understanding and proactive approach to risk management principles.
  • Experience with agile methodologies and project management for service delivery projects (e.g. Operations and Maintenance organisations), preferably in the Transport industry.
  • Proven know-how in developing quality assurance/efficiency and performance management processes and procedures.
  • Ability to work well under pressure and in high-stress situations.
Technical skills:
  • Degree or postgraduate qualification in Engineering or equivalent with minimum 10 years of experience in Rail projects.
  • Experience in multidisciplinary assets and infrastructure development is preferred.
  • Experience in Change Management and Organisational design.
  • Knowledge of policy and standards relating to rail asset engineering.
Soft Skills:
  • Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally.
  • Strong stakeholder management skills.
  • Excellent communication and interpersonal skills, including the ability to effectively communicate with team members.
Qualifications
  • A Bachelors degree (or higher qualification), or equivalent experience in engineering or a related field.
  • Knowledge of English language either on native or fluent proficiency is required. Written report writing, form completion, and corresponding with various parties in clear and correct English is required.
  • Knowledge of Arabic language either on native or fluent proficiency is a plus.
  • Project management certification is preferred.
  • Familiarity with frameworks such as ISO 55000 is desirable
