Job Description

Job Purpose:Review and monitor the EPC Contractor?s performance in the areas of cost estimating, cost forecasting, controls and changes in the work using established Client cost engineering practices. Prepare project budgets, monitors, reports and performs cost variance analysis identifying causes of over and or under runs to the approved control budget and incorporate identified corrective actions into the monthly cost forecasts. Provide input as necessary to ensure Company?s defined cost objectives are achieved thru project completion, start-up and project closeout.Duties include, but are not limited to:? Provides overall project cost expertise to the NFE Onshore Projecto Reviews EPC Contractor?s project control procedures (home office and field control procedures) to ensure that Company?s requirements are met.o Provides cost, and timely change management expertise to Project Team. Maintains strict compliance with Project Management of Change process and ensures maintenance of overall cost within the project controls teamo Advises the EPC Contractor's organization with respect to adequacy of project controls tools, reports and schedules.? Reviews project changes to evaluate detail cost impact; responsible for quantifying and incorporating the effect and impact of approved changes in the cost report for stewardship purposes.? Review the contractor?s procedures for estimating, invoicing asset register build ups and code of accounts, project controls and make revisions as necessary to meet Company?s requirements as stated in the EPC contract.? Advises Project Controls Head and NFE Project Leadership Team of any potential cost issues when necessary, provides guidance on, corrective action and measures to mitigate any adverse trends. Assists Project Controls Head in developing and reviewing cost corrective actions and recovery plans, and verifies needed actions/plans are implemented.? Supports PMT with ongoing project cost, reporting and forecasting activities:o Develops and maintains project cost monthly reports ensuring that these products reflect the approved project design/execution scope.o Analyzes cost trends, develop and review cost forecasts.o Responds to ad hoc requests from PMT related to Scheduling and Reporting, including development of progress metrics, and/or key performance indicators.o Assists PMT in meeting QGMS expectations as required.? Participates in gathering and recording Lessons Learned for the project that relate to cost areaCommunications and Working Relationships:? Reports directly to the Project Controls Head.? Works closely with the Project Controls Head for day-to-day cost control activities. Provides support with preparation of various reports and PLT presentations.? Maintains regular contact with other members of the Business Team especially with Cost and Schedule team members and with counterparts in Client Venture Organization.? Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.? Conducts briefing sessions for project team members with respect to planning and scheduling requirements and processes.? Assists Project Controls Lead with the verification of physical progress submitted by EPC Contractor on a monthly basis and works with project accounting personnel within the Business Team as part of the monthly invoice and payment cycle.?
