Job Description

Job Title : Sr. Contract Specialist Key Criteria: Locally available in Qatar At least bachelors degree in Mechanical Engineering Specialized in the Energy Sector and utility services CCM, FIDIC, and LLM Must be 12-15 years of experience in the similar industry Must be bilingual Arabic & English Salary range 16K 18K QAR + Other benefits. Ensure all contract-related matters are handled with professional ethics, integrity, and gravity to extend support to all relevant departments in a timely manner without compromising the requirements and without deviating from policy & procedures. Draft concise, accurate documents for management, requesting departments, and legal review. Prepare and finalize the draft contracts including EPC/Consultancy Agreements/ Annual Service Contract/Frame Agreements etc. within the stipulated time frame in coordination with relevant departments. Follow up with all relevant departments and Management to finalize the documents including Contracts, agreements, etc. in a timely manner to meet the schedule. Reviews and responds to Requests for Purchase (RFP) and Requests for Quotations (RFQ] including contract terms and conditions and participates in meetings to ensure understanding of contractual requirements. Respond to pre- and post-tender clarifications related to contractual matters and legal (in coordination with relevant departments] to the tenderers in a timely manner. Ensure that all contract-related matters and legal (in coordination with relevant departments) are reviewed and responded to in a timely manner during the execution of the project/work. Prepare and send the responses for running contracts to support the Contracts & Procurement department, project manager(s), purchase requesting department(s), and end users. Ensure that the final contract fully covers all conditions of the contract to execute the Project in accordance with the Scope of Work (SoW). In addition, consider the completed and ongoing projects contractual and legal matters before releasing them for signing. Analyze Extension of Time (EoT) and Variation Order (VO) and recommend them for Project Management Team/Requesting Department and Management review and approval. Foresee contractual and commercial risks and initiate/advise action(s) to Project Management Team/Requesting Department and Management to prevent problems with contracts. Ensure satisfactory closure of contracts upon Project / Work completion. Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management. Provide inputs and implement policies, systems, and procedures for the assigned team so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service. Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction. The job holder may be required to undertake time-to-time additional duties and responsibility, which may be reasonably expected and forms part of the function of the job.
