Job Description Financial Manager.1. Role ObjectiveTo lead, guide and direct the Finance & Business Development department of the company by developing financial plans and policies; reviewing the company Business development Strategy, defining accounting practices; building relationships with Management, Factories, Suppliers, institutions, and the financial community; directing treasury, budgeting, accounting, tax, risk insurance and management information service activities for the company to ensure that all finance and accounting & Business Development requirements of the company are effectively managed.2. Duties and ResponsibilitiesStrategic:-Responsible for long term/short term forecasting of fund requirements of the company and ensure sufficient funds are available for company to meet its expensesReview bills payables, bills receivable and other funding requirements for Al Nasser and prepare daily, weekly, monthly and annual cash forecasts for the company, review cash forecasts to ensure that the required cash forecasts to identify long and short term cash requirementsDevelop the financial strategy for the company based on treasury, accounting, regulatory and other statutory requirements to ensure that there is a clearly defined strategy for the department based on the business strategyParticipate in the formulation of the long-term organizational strategy by providing inputs on the financial strategy to ensure that finance and regulatory requirements are incorporated into the organizational strategy.Develop financial and accounting policies, systems, processes and controls for the finance department; monitor deployment and adherence to ensure that there are clearly defined guidelines for financial and accounting policies, processes and systems.Oversee operations, responsible for conducting due diligence for new projects and provide inputs/derive strategy for further decision making & progressContributes to the achievement of Al Nasser s business objectives and provides advice and guidance on the business strategy.Operational:-Manage the corporate performance measurement process for the organizationMonitor compliance with federal and local financial legislation pertaining to financial reporting, filings, shareholding, raising of funds, accounting, insurance, taxation etc and monitor preparation of the required financial reports to be filed with the required government bodies/authorities to ensure that the company complies with all compliance requirements stipulated by the law.Propose, develop and maintain financial policies & procedures align with International Financial Reporting Standards, legal requirements and global industry practiceTreasury Management:-Manage the capital structure of the corporation by determining/forecasting Capex for the next 12 months evaluate and make decisions on investment and funding alternatives; mobilize the financial resources required to run the company; manage excess funds of the company; manage the companies risk exposure to ensure that the finances of the company are effectively managedDevelop long-term relationships with financial institutions and banks; liaise with banks and financial institutions to mobilize the funds required, coordinate preparation of the documentation required by the institutions and banks to ensure that the company receives the required finances from institutions and banksCorporate Financial Accounting, Risk Management & Reports Management:-Review and approve periodic budgets in line with Al Nasser s objectives and monitor actual performance of the company in comparison to the budget to ensure progress of the businessReview monthly performance reports, quarterly and annual financial statements and ensure compilation of Monthly / Quarterly financial statements as required by all statutory bodies and management as per corporate policies and procedures in timely and accurate mannerReview and monitor project progress to ensure timely billing and receivables follow up with customers and ensure timely compilation of monthly project MIS with adequate / accurate provisions for past and future costsDevelop and manage a business risk identification, evaluation and management system for identifying and planning for business risks.Responsible for Financial Risk Management and oversees the evaluation of project performance using various appropriate techniques and report over runs in cost, schedule and scopeEstablish, document, implement and administer all financial and budget procedures required by statutory policies and other regulatory standards to ensure that adequate controls and audit trails are routinely exercised over all financial transactions.Manage and monitor the company current and fixed assets to ensure proper asset management and insurance coverage of the company s assets.Reviews and approves the insurance needs of the company to ensure alignment with the shareholders agreement, financing terms and good industry practice.Review major operational contracts / proposals, sub contracts, CAPEX decisions and submit recommendation from financial point of view in order to take appropriate decisions while negotiating proposals.Coordinate, verify and approve upgrading of financial and management information systems to ensure systems are appropriate and functional to use for the companyLiaise with Ministry of Finance, Muscat Security Markets and other legal and government entities for Financial related queries, issues etc.Liaise with the external Auditors regarding any request for information or documentation from the company.People development:-Identify financial staff requirements in a timely manner and ensures their training and development with emphasis on the employment of Omanis.3. Minimum Education, Qualification & Skills.Education:-Graduate Degree in Financial Studies.Post Graduate Degree in Financial Studies is desirable.Experience:-3 to 5 years of significant work experience.Special Skills & Knowledge:-Sound knowledge of finance practicesKnowledge of related Oman Laws.Strategic LeadershipRisk ManagementRelationship ManagementNegotiation SkillsPeople & Team ManagementAdditional Qualification / Certification Required.Professional qualifications like CPA, ACCA or CA is a must.
