In the field, role holders typically report to the Head of Field Office or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.??The Logistics Officer will work in the Supply Chain Unit and in collaboration with the other units of WFPThis post is based in Damascus and follow under the direct supervision of the Supply Chain Officer Support Services in Damascus.KEY ACCOUNTABILITIES (not all-inclusive)Within delegated authority, the Logistics Officer will be responsible for the following duties:

  • Supervise and guide the Commodity Accounting unit throughout the CO.?
  • Ensure adequate Commodity Accounting controls in relation to Logistics Execution Support System (LESS) are in place in the CO/FO and regularly monitor compliance; including clear documentation flow, good quality documentation and accurate, qualitative and timely data input;
  • Ensure Commodity Accounting principles (in line with LESS requirements) have been established and are followed in the CO/Sub-Offices (SO); standard logistics business processes/SOPs have been established and are followed in the CO/SO.
  • Ensure CO/FO organizes timely and regular Physical count exercises, capturing the physical stock counts, with regular and systematic individual and collective reconciliation (physical Stocks vs LESS system stocks) per store, warehouse and date;
  • Ensure full and timely compliance to cooperate reporting requirements (IPSAS Compliance, SPR, Stock reports, unconfirmed deliveries, Commodity age reports, etc.)
  • Develop staff capacity by developing and implementing training strategy based on identified training needs of all stakeholders (Logistics, Program, Resource Management and other key users) in WFP supply chain.
  • Provide oversight, guidance and support to logistics staffs performing day to day operational activities in the system in line with their duties and responsibilities.
  • Ensure clear commodity accounting guidance on:??1)Project closure and Resource Transfers,??2)Loans Management and control 3)Commodity status management 4)Loss recording;
  • Work closely with the Regional and Country Office Pipeline, Program units to ensure that all loans, swaps, repayments and diversions are properly recorded and provide regular status to CO Management;
  • Closely monitor backlog build-up, for whatever reason (i.e. connectivity) and ensure procedures are in place and are followed.
  • Guide/support backlog data entry, as required, to bring system to live operations.
  • Review LESS setup in the whole Country with focus on Connectivity, Staffing, reporting lines and requirements/SOPs. Liaising with Logistics Officers in the various Sub Offices, review Warehouse Capacity and utilization.
  • Ensuring that all cargo for CO are handled following established SOPs,??Stock movements are captured and monitor with system support, reconciling all Vessel Arrivals and discharge, and meeting all reporting requirements.
  • Review and optimize Invoice processing procedures in the CO, ensuring the timely payments of invoices; establish and maintain a system of invoice tracking from receipt to payment;
  • Plan and organize regular discussions with Transporters, providing training and refreshers sessions on WFP standard business processes, SOPs and operations, with keen objective of improving working relationship
STANDARD MINIMUM QUALIFICATIONSEducation:??Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management and Administration, Shipping, Maritime Law or other related field, or First University degree with additional years of related work experience and/or training/courses.Experience:??One year post graduate relevant professional experience with Master?s???Degree, or three years post graduate relevant professional experience with a first University DegreeLanguage:???Fluency in both oral and written communication in Arabic and English
