Job Description

JOB PURPOSEThe WFP Aden AO General Food Distribution (GFD) Unit supports and oversees the provision of monthly and ad-hoc in-kind food assistance to vulnerable food insecure Yemenis. As part of WFP?s Accountability to Affected Populations (AAP) processes, Third Party Monitors conduct regular oversight of WFP?s distributions on ground, and a Beneficiary Complaints and Feedback Mechanism (CFM) has been established to enable beneficiaries to raise any concerns through a call centre. The feedback from both mechanisms are shared with the GFD Unit to investigate and action for improved service delivery to beneficiaries.The Aden AO GFD Unit is seeking a dedicated Programme Associate to be responsible for the investigation, follow up, and documentation to close cases raised through the TPM and CRM ? ensuring that all processes are followed diligently and contribute to a strengthening of AAP for GFD beneficiaries.In line with the duties and responsibilities of a Programme Associate SC6 level, the staff member will also be expected to support the GFD Unit in carrying out programmatic functions relating to technical support, oversight and follow up of partner distribution progress and reconciliation, particularly focusing on tasks relating to implementation of the COMET platform under Aden AO.KEY ACCOUNTABILITIES

  1. Investigate and follow with Cooperating Partners and WFP Field Offices on the findings from Third Party Monitoring Reports, preparing feedback on action taken to address and improve service delivery with all required supporting documentation.
  2. Investigate and follow up with Cooperating Partners (where required) and WFP Field Offices on cases reported by beneficiaries through the call centre CFM, preparing feedback on action taken to address and improve service delivery with all the required supporting documentation.
  3. Draft strategic guidance on how to improve GFD programme service delivery based on cases reported by TPM and the call centre, for further discussion with the Head of GFD Unit
  4. With the rollout of SCOPE, support the GFD Unit Focal Points to address and close redemption challenges alongside SCOPE IT, and act as a back up focal point for SCOPE GFD processes.
  5. Engage the Head of GFD Unit on all high risk cases reported by the TPM and CRM, for escalation to relevant Area Office and Country Office management.
  6. Submit a weekly report to the Head of GFD Unit on all TPM and CRM cases reported and closed during the week.
  7. Where required, alongside the Head of GFD Unit and Communication Unit, prepare sensitization and communication materials for beneficiaries and follow up their dissemination at field level.
  8. Where required, support and follow up with the M&E Unit on ad hoc monitoring requests prepared by GFD Unit.

Provide technical support and assist in the development and implementation of project activities and processes within the GFD work supporting alignment with wider programme policies and guidelines ? particularly focused on COMET implementation in Aden AO10. Provide specialized project management support to cooperative partners to ensure the daily ongoing activities are performed within the established targets following WFP?s policies and procedures ? particularly focused on COMET implementation in Aden AO.11. Where required, follow up with the CPs daily regarding on-going project activities and timely guidance and sharing of information.12. Where required, follow up with the CPs on the monthly distribution progress and carry forward stock report to be received from the CPs upon completion of the distribution end of the food distribution cycle.13. Where required, ensure and/or perform accurate, timely recording of data and follow up on the CPDRs submission with the CPs, review of the CPDRs, provide feedback to the CPs and further submission to the CO.14. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.15.
