OverviewThe Transportation Management Specialist shall select and schedule the modes of transportation for personnel and equipment and organize, plan and oversee the movement of personnel and cargo, ensuring safety, and finding ways to improve transportation processes, maintaining records, and supporting business objectives. The Transportation Management Specialist impacts the organization by both developing and optimizing existing transportation functions and work performance involves access and use of classified system. Support USAMMC-SWA to include Forward Logistics Elements and Forward Distribution Teams.ResponsibilitiesThe following job description has been designed to indicate the general nature and essential duties and responsibilities of work performed by employees within this classification. • Applies transportation knowledge in the planning, directing, coordinating, or reviewing transportation actions.
• Identifies, resolves, or recommend solutions to potential problems. Recommend ideas or practices for process improvement.
• Apply knowledge of transportation regulations, procedures, or methods required to accomplish day-to-day requirements.
• Plan, coordinate, and control shipment of materiel and equipment.
• Prepare shipment documentation for materiel and equipment shipped to include, but not limited to general cargo, hazardous, controlled substances, and temperature sensitive medical products (TSMP).
• Provides status, resolves problems, and traces shipments.
• Determines the most efficient economical rates and routes to destination involving inbound and outbound shipments, originating at any point worldwide.
• Responsible for classification, rating, routing, and movement of a wide range of commodities, which includes hazardous, controlled substances, and TSMP.
• Plans shipping dates, materiel pick up and loading times of equipment and materiel to be shipped from USAMMC-SWA to other government activities within United States Central Command (USCENTCOM), United States Europe Command (USEUCOM), United States Africa Command (USAFRICOM), and civil or humanitarian support operations, continental United States (CONUS), or anywhere outside the continental United States (OCONUS).
• Reviews automated documentation for all types of shipments taking appropriate action to correct any invalid, void, or missing information.
• Manage and implement outbound transportation management functions for the site and off-site locations.
• Track movement of materiel and personnel.
• Data entry using the Cargo Movement Operations System (CMOS); coordinating movement with commercial and military transportation organizations. Report of shipment, pick-up manifests, truck manifests, inbound or outbound transportation release request, and commercial bill of lading.
• Write Radio Frequency (RF) tags and Transportation Control Movement Document (TCMD) for all Air Mobility Command shipments. Access and utilize Consolidated Air Mobility Planning System (CAMPS), Intra- Theater Airlift Request (ITARS), Radio Frequency In-Transit Visibility (RF-ITV), Integrated Development Environment/Global Transportation Network (IDE/GTN) Convergence (IGC), Global Air Transportation Execution System (GATES), Joint Planning and Execution System (JOPES), Unit Line Number (ULN), and any other system utilized at USAMMC-SWA or other future systems to provide timely shipment status and delivery confirmations. Also uses TEWLS for transportation management functions.
• Other duties as assigned or required.

QualificationsMinimum QualificationsEducation/Certifications: One year related experience may be substituted for one year of education, if degree is required.Education: High School Diploma or GEDMust be able to obtain and maintain a Secret security clearance. Active Clearance preferred.Certifications:

• U.S Department of Transportation (DOT) approved Hazardous Material (HAZMAT) Certifying Official Certification
• HAZMAT certifier responsible for completing all required hazardous declarations (HAZDEC) necessary to ship HAZMAT
• Certified TEWLS user
• HAZCOM

Experience:

• A minimum of four (4) years of experience related to the work of the position and equipped with the particular knowledge, skills and abilities to successfully perform the duties as Transportation Management Specialist.
• Specialized experience includes knowledge planning the movement of materiel and personnel via all major nodes of transportation, applying transportation policies or procedures for movements, performing fleet management of non-tactical vehicles, and using automated transportation systems to execute planning or transactional activities.
• Note: A full year of work is considered to be 35-40 hours per week for 52 weeks

Skills:

• Fluent in spoken and written English.
• Proficient in intermediate level MS Office software applications such as Word, Excel, Access and Power Point.
• Knowledge and use of Cargo Movement Operations System (CMOS), Consolidated Air Mobility Planning System (CAMPS), Intra-Theater Airlift Request (ITARS), Unit Line Number (ULN), Radio Frequency In-Transit Visibility (RF-ITV), Integrated Development Environment/Global Transportation network (IDE/GTN) Convergence (IGC), Joint Planning and Execution System (JOPES), and Global Air Transportation Execution System (GATES).
• Good organization and training skills are essential.
• Possess strong problem-solving skills and should be able to maintain good relations with the USG and Customers by communicating effectively and building a rapport with them.
• Flexible and have excellent interpersonal skills.
• Shall have knowledge of various Logistics Systems used at USAMMC-SWA for order processing, storage management, transportation management, etc.
• Able to recognize and quickly resolve customer issues and work independently.
• Handle multiple tasks at any time.

Work Environment:

• Working environment will be 50% indoor, 50% outdoor.
• Work environment will also be very hot (120 degrees Fahrenheit) due to conditions within the region.
• Must be able to work rotating shift schedules possibly providing 24 hour day/7 day week coverage
