Supportthe EPC-1 Contractor in the preparation for Site mobilization and provide expertsafety, health, environment and security (SHES) advice and guidance to theEPC-1 Project Manager, the EPC-1 Project Division Manager, the Areas DivisionManagers and the Divisions Managers and their teams during all phases of the Project,to achieve the Qatargas Mission to protect its people, assets and environment.Manageall aspects of the COMPANY?s Project SHES management system, its procedures andprograms and ensures the effective and efficient implementation of risk controland mitigation measures during the home offices phase and at Site in accordancewith the requirements stipulated in the AGREEMENT and more specifically in the Exhibit5, Appendix III, SHES Instructions Part 1 to 5The role is a key visible to all positionhaving a significant impact on the health and safety of all Project Personnel throughapplication of behaviours, individual decision making, operational control orindividual action.This position is involved in themanagement of environmental and regulatory affairs throughout the projectduration and collaborates with relevant internal and external to the Projectentities.This role has key responsibilities for securityand supports security management by collaborating with EPC-1 Contractor and theapproved security service providers and personnel and provide relevant guidanceto security personnel.Theposition manages activities of assigned team, implements approved SHES objectives,develops solutions to SHES related issues using initiative, project procedures,best practices and personal training, knowledge and experience.1. Supports the onboarding of the EPC-1PMT members and EPC-1 CONTRACTOR in terms of implementation of the SHESManagement System and facilitation of the timely review approval of thecontract SHES deliverables.2. Ensures that suitable COMPANY oversightis provided for EPC-1 CONTRACTOR, EPC-1 CONTRACTOR?s Vendors and Sub-contractorsto implement and sustain the NFXP Onshore SHES requirements.3. Provides support to the EPC-1 PMT SHES personnelto identify solutions for SHES issues in support of line management who haveoverall SHES responsibility for achieving SHES objectives.4. Monitors EPC-1 CONTRACTORSHES performances based on agreed performance indicators and provide strategicadvice and guidance to the EPC-1 Project Manager for improvement in the areasof the SHES Management System that are ineffective. Timely report areas ofconcerns to the EPC-1 Project Manager, Project SHES Manager and EPC-1 CONTRACTOR.Providesguidance and stewardship for the EPC-1 PMT, to ensure they are fully engagedand active participants in the overall Project SHES Management program. Supportthe efforts of the Area1. Division Managers, DivisionManagers and Field SHES personnel to ensure that the Project SHES standards areintegrated across all EPC-1 Contract scope of work areas.2. Demonstrates positiveleadership through attendance at key Project activities such as management walk-throughs,award programs, welfare events, Incident and Injury Free (IIF) activities,tool-box meetings, steering committee meetings and incident review meetings.Supports all risk management activities andworkshops, including the development and implementation of suitable andeffective risk control and mitigation measures for environmental, health andsafety, and security risks, including but not limited to: ESHIA studyimplementation )in close coordination with the EPC-1 Project Manager, EPC-1 ProjectDivision Manager, Area Division Managers, Interfaces, Engineering,Construction, Precommissioning, Commissioning and Handover/Completion Teams), ConstructionSHES risk assessments, Pre-commissioning, Commissioning and SIMOPS riskassessments, Security threat analyses, and other ad-hoc risk assessmentactivities.1. Supports all EPC-1 PMTdisciplines interfacing with EPC-1 Contractor, internal and external parties,including government agencies. Participates in any of such external partyaudits or inspections as SHES representative for the EPC-1 Contract scope ofwork.2.Supports the coordination of SHES activitiesacross all EPC-1 Contract scope and areas to ensure consistent SHES performanceexcellence. Collaborates and liaises with EPC-1 CONTRACTORSite SHES Manager and his SHES teams to anticipate and resolve any SHES relatedissues and disputes, where necessary. Providereview, comment and approvals of the procedures and specifications prepared bythe EPC-1 CONTRACTOR, focusing on Class 1deliverables.3. Participates in the SHESMonitoring Program for the EPC-1 Contract scope of work to ensure continuous improvementof the SHES Management System and its associated programs. Leverages poolresources with the support of the Project SHES Manager where specialists SHESinput is required.Prepare a comprehensive Lesson Learnt andCloseout ReportHSErelated NVQ Level 5, NEBOSH National/International Diploma in OccupationalHealth and Safety, or higher (BSc, PgCert, PgDip, MSc).OHSAS18001/ISO 45001 Lead Auditor.TapRoot?Advanced Root Cause Analysis Team Leader (or equivalent RCA tool).Minimumof twenty (20) years industry relevant HSE experience of which at least ten(10) years in a Managerial role.
