Job Description

Employment: Full Time Primary Purpose of the PositionTo provide with full responsibility and accountability, a technical service to CLIENT, inall areas of building services work, during definition and execution stages, ensuringthat designs are in compliance with the latest Codes, Standards, National andcompany requirements and procedures.Liaise with Project Engineers, other Discipline Engineers and End-Users, in order todevelop cost effective and fit for purpose design solutions, to fit Companyrequirements.Contribute toward updating discipline Engineering Codes, Standards, Specificationsand Philosophies.Principal Accountabilities(1) Carryout the duties and responsibilities for all areas of work covered in buildingservices and infrastructures projects. These include but are not necessarilylimited to, hazardous-area installations, lightning protection, building managementand energy conservation, HVAC, water storage and distribution, drainagesystems, fire protection using conventional analogue and high sensitivity typedetectors, firefighting systems using water, C02 and foam, cathodic protectionetc. Recommend appropriate solutions and propose changes as necessary;gathers, researches and analyses pertinent data and information and preparesrecommendations with supporting technical data. Prepare specifications andequipment data sheets. Contribute to the verification of building Completion andcommissioning stages.tl Provide Projects with technical content of Project Development and ExecutionPlans, including defining-design and construction criteria and procurementstrategies for critical items. Assist End User and Project Engineer to expand anddevelop Space/ Building Program, within budget constraints.e Prepare the Basis_-- for Design (BFD), selects essential standards for use,identifies design thr9ughput, policy, specifications, technical risks, facilitysafeguarding, safety and health requirements and infrastructure requirements.Prepares designs in consultation with other Discipline Engineers, as appropriate.o Visit work sites to establish existing conditions. Review applicability of existingdrawings, Standards and Specifications and recommends appropriate changes.Contribute to the development of cost estimates.s Review all stage of design works for building and infrastructure work, based onthe approved scope of work.s Develop Scope of Work (SOW), Specifications and design criteria for Building /facilities, infrastructure for his functional area of work, to be included in tendersfor Engineering Consultancy and/or Construction. Provide technical input toMaterial Requisitions (MRs).e Review technical aspects of bids from Consulting Engineering Companies andConstruction Contractors, for his functional area of work. Support Projects inidentifying and assessing capability resources and technical strengths ofConsulting Engineers, Contractors and Vendors, in the evaluation of technical bids and take part in Evaluation Committee meetings.e Review I approve detailed design specifications and drawings, submitted byContractors and Consulting Engineers and suppliers.e Provide technical support to Projects on design matters during detailedengineering, procurement, fabrication, testing, installation and commissioningstages of projects, which often involves site visits. Review and comment on precommissioning, commissioning and start-up procedures and Operating andMaintenance manuals, appropriate to his functional area of work. Review materialsubmittals referred from Projects.e Contribute to the updating of discipline Engineering Standards, Specificationsand Corporate Philosophies.- e Appropriate to his background; participate in the training and development ofQatari Engineers.e Keep abreast of current technology and state-of-the-art equipment and activities; -. by reading various trade journals, publications, by meeting VendorRepresentatives and attending trade functions: Keep abreast of currentregulations of Local and National authorities.e Participate in technology development reviews to disseminate latest relevant technologies.e Prepare and presents technical papers to Line & Senior Management from time totime to promote designs and/or strategies. Check the adequacy of designsproduced by others, to ensure fitness for purpose and technical quality, in termsof providing safe environmentally acceptable facilities, in compliance with theCodes, Standards, Principles, Practices and- Specifications. Verify that thebuilding or facilities being designed are of adequate dimensions to house all theequipment to be installed therein.e Support Projects with advice on technical matters during construction, includingconstruction safety and design and construction of temporary facilities. Attendprogress meetings, if required.9 Inspect Contractor, Consulting Engineer and Vendor premises and witnessesFactory/Site Acceptance Tests, required.e Participate as a member of Health, Safety and Environment review team.e Perform other related duties and assignments as directed. REQUIREMENTS: Qualifications and ExperienceQualifications:o Bachelor Degree in Mechanical I Building Services Engineering.e Professional membership of a recognized international institute I association /organization is desirable.G Chartered engineering status is preferred.Experience:-Minimum of 12 years broad experience in large building and infrastructure projects,covering the spectrum of design, installation, testing and commissioning of buildingservices systems, particularly in the Middle East. Area of expertise shouldencompass HVAC, fire protection, automatic controls, infrastructure works,plumbing, drainage, infrastructure Works, fire alarms, elevator, etc.Skills:Have excellent planning, decision making, problem solving and organizational skills.Must have thorough knowledge of industry I international standards, and ability tointerpret for specific application within sphere of relevant disciplines. Communication& negotiating skills as well as an ability to work in a multicultural team environmentmust be well developed and proven.Independence:Operates within the framework of established company policies and departmentalprocedures, guided by Engineering codes, practices and philosophies. Choice of aparticular solution or design is left to the incumbent. Work accomplishments are notsubject to third party design checks.Problem Solving:Evaluate and provide solutions for particular, critical technical issues. Review andrecommend resolution of particularly 90mplex and non-routine problems, or provideviable alternatives. Identify commercial risks and anticipated problem to projects, andpropose mitigating solutions and actions.Review and critically assess a range of options for a given problem, and recommendone acceptable technical solution from a range of options.
