Managing implementation feasibility for Mesaieed Operation areas (End users) facilities modifications change proposals (MOCs) for consistency /compliance affirmance with Qatar Energy new project criteria to improve recovery and enhance integrity of assets.
Participates in revision and refinement of designs, specifications, technical documents review during the life cycle of project from definitions till close out phase. Such assignment comprises extensive work to assure progress of project according to planned schedule.
Prepares Statement of Requirements (SOR) document considered as preliminary stage for project initiation and commence uploading (PIN-Project Initiation Note) deliverables in SAP. Follow up endorsements and approval process with responsible departments and clarify any concerns.
Receives, reviews and provide comments whenever necessary on design and specifications to be prepared during project phases & liaise between end user departments and Qatar Energy project facilitators as required to ensure timely review of key documents/drawings.
Participates in all safety sessions such as HAZID, HAZOP, ENVID & HAZAN studies to assure all potential hazards have been assessed, identified analysed and appropriate mitigation control barriers are considered to control residual risks threshold on acceptable level in accordance with adhered procedures / standards.
Review, Follows-up & convey comments from end users to Engineering department / execution contractor through PDMS Link Technical Documents as per agreed KPI time frame and resolve comments conflict if any.
Provide all possible assistance and communication support interface to Engineering Group as a Focal Point of Operations to the Projects in NGL/GDS/Terminal/Tank farm between Engineering Group (PT/PN) and end users.
Ensures all SAP Technical MOCs (Management of Change) for facility change are thoroughly reviewed, evaluated, and implemented to improvement operation flexibility, safety, environment or health in an acceptable cost & full compliance to management of change regulatory framework & meet the project schedule with resource optimization.
Carry out process simulator modules to affirm viability of proposed changes prior to be investigated on evaluation panel meetings to conclude.
Carry out process simulations and study the process improvements to the Operational Team working on the different operational assets of Mesaieed Operations (NGL/ Gas Distribution/Storage/Terminal)
To monitor processing of Technical MOCs (Management of Change) preliminary feasibility study & coordinate to resolve all process and operation hazardous related activities with relevant Qatar Energy departments before proposing and approving the MOCs.
Responsible for all new project with PN department from SOR stage till commissioning and hand-over in order to fulfil Asset holder?s departments requirements.
