Fuels Operations Manager

Overview**This position will be physically located in Qatar in support of LOGCAPV**Serves as the Program?s Senior Fuel Supervisor for all fuel personnel, fuel systems, and equipment necessary to perform fuel systems operations. Will be responsible to provide management and oversight of a Bulk Fuel Distribution and Storage facility, Retail Fuel Point, and off Installation remote site fuel operations.ResponsibilitiesThis position description is subject to change at any time as needed to meet the requirements of the program or company.

• Responsible for the administration and supervision of all fuel personnel, fuel systems and equipment, as well as the receipt, storage, issue, quality control and accounting of all Fuel.
• Reviews and evaluates short and long term mission requirements in terms of the fuel operations at the facilities.
• Assures facility and equipment sufficiency informs the Logistics Manager of any deficiencies that could prevent accomplishment of the assigned day-to-day mission.
• Responsible to ensure: store fuels in provided storage tanks monitor bulk storage tanks for leaks and pilferage; receive fuel deliverables and ensure fuel transfer is accomplished in a safe, efficient and environmentally sound manner.
• Subject Matter Expert to guide, train and direct employees on all required Preventive and Corrective maintenance of the Fuel Distribution and Storage systems.
• Plans, coordinates, forecasts, and schedules the shipment of fuel to ensure required quantity is maintained to accomplish the mission.
• Reviews and verifies Bills of Lading and receiving documents on all incoming shipments of fuels.
• Reviews and evaluates statistical operational data for favorable or unfavorable trends in the logistical management of fuels.
• Develops and implements local policies and emergency fuel support plans
• Reviews and evaluates the Fuels Management Quality Control Program for product, quality, operational effectiveness, corrective action and the detection of unfavorable trends.
• Responsible for the control and supervision of the Fuel Points and Fuel Operators.
• Responsible for promoting, reassigning, and evaluating subordinate Leads and employees. Exercises continuing responsibility for safety conditions, procedures and work practices employed within assigned area of responsibility.
• Instructs subordinates in safety matters; insures that safe work practices are followed and regular inspections are performed.
• Takes positive action to eliminate unsafe conditions.
• Performs other duties as assigned.

Qualifications

• Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
  • Associates plus 4 years experience or Bachelors plus 2 years experience or 6 yrs experience if no degree.
  • A valid driver?s license and the ability to obtain a U. S. Government Motor Vehicle Operator?s License and host nation Driver?s License, is required.

• Proof of COVID-19 Vaccination:
  • The State of Kuwait (and certain airlines) now require proof of COVID-19 Vaccination. The definition of fully vaccinated is that you?ve: 1.) received a vaccine that is recognized by the governing entity and is either a.) Two doses of Pfizer BioNTech Vaccine b.) Two doses of AstraZeneca/Oxford Vaccine c.) Two doses of Moderna Vaccine (or) d. One dose of Johnson & Johnson Vaccine, and 2.) Two weeks elapsed after the final dose was administered, which is either one or two doses depending on brand of the vaccination. • Experience:
  • Five years (Army experience MOS 92F preferred or other Services fuel management equivalent) of related experience Supervising Fuels Systems Operations.
  • Hands on experience in accomplishing and managing Preventative and Corrective maintenance of Fuel Distribution and Storage systems.
  • Experience of managing Leads and employees daily to accomplish all required fuel missions at a Fuel Distribution and Storage facility.
  • Knowledge of fuel quality control assurance, theories, principles, practices and techniques to manage a Quality Control Program.
  • Working knowledge of technical orders and publications to interpret, explain, and apply the technical requirements and specifications of fuel operations.
• Skills:
  • Must have outstanding interpersonal skills, as well as excellent oral and written communication skills.
• Working Conditions:
  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
  • The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.
• Physical Requirements:
  • Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
