Employment: Full Time Primary Purpose of the PositionTo provide with full responsibility and accountability, a technical service to CLIENT, inall areas of fire and life safety system, during definition and execution stages,ensuring that designs are in compliance with the latest Codes, Standards, Nationaland CLIENT requirements and procedures.Liaise with Project Engineers, other Discipline Engineers and End-Users, in order todevelop cost effective and fit for purpose design solutions, to fit CLIENT requirements.Contribute toward updating. discipline Engineering Codes, Standards, Specificationsand Philosophies.Principal Accountabilitieso Plan reviews during the design stages of new hospital and nonhospital buildingsto ensure that fire and life safety provisions and systems are designed incompliance with local and international fire and life safety- codes and standards(QCDD, NFPA etc.) and as per the Client Development Standards Framework.The- Service Provider shall submit the report with the comments andobservations.G Plan reviews during the design stages of projects within existing facilitiesowned/operated by CLIENT that alter or add-on to the existing facility to ensure thatfire and life safety provisions and systems are designed in compliance with localand international fire and life safety codes and- standards (QGDD, NFPA etc.) andthe agreed standards as per the CLIENT Development Standards Framework. TheService Provider shall submit the report with the comments and observations.--e Visit work sites to establish existing conditions. Review applicability of existing_drawings, Standards and Specifications and recommends appropriate changes.Contribute to the development of cost estimates.o Review all stage of design works for building and infrastructure work, based onthe approved scope-of-work.Provision of advance technical advisory services on clarifications andinterpretation of the agreed local and international fire and life safety codes andstandards as per the CLIENT Development Standards Framework.e Attending project and hospital operational phasing meetings to ensure that fireand life safety is not compromised.$ Review technical aspects of bids from Consulting Engineering Companies andConstruction Contractors, for his functional area of work. Support Projects inidentifying and assessing capability resources and technical strengths ofConsulting Engineers, Contractors and Vendors, in the evaluation of technicalbids and take part in Evaluation Committee meetings.G Review / approve detailed design specifications and drawings, submitted byContractors and Consulting Engineers and suppliers.60G Provide technical support to Projects on design matters during detailedengineering, procurement, fabrication, testing, installation and commissioningstages of projects, which often involves site visits. Review and comment on precommissioning, commissioning and start-up procedures and Operating andMaintenance manuals, appropriate to his functional area of work. Review materialsubmittals referred from Projects.it Inspection of contractors works in relation to fire and life safety aspects duringconstruction after completion of construction and reporting to CLIENT anycontractors non-compliance with local and international fire safety codes CLIENTDevelopment Standards Frameworke Appropriate to his background; participate in the training and development ofQatari Engineers.e Keep abreast of current te9hnology and state-of-the-art equipment and activities,by reading various trade journals, publications, by meeting VendorRepresentatives and attending trade functions. Keep abreast of currentregulations of Local and National authorities.G Participate in technology development reviews to disseminate latest relevanttechnologies and technical reviews, at key stages of Project execution and ofProject definition, if necessary.e Prepare and presents technical papers to Line I Senior Management from time totime to promote designs and or strategies. Check the adequacy of designsproduced by others, to ensure fitness for purpose and technical quality, in termsof providing safe / environmentally acceptable facilities in compliance with theCodes, Standards, Principles, Practices and Specifications. Verify that thebuilding or facilities being designed are of adequate dimensions to house all theequipment to be installed therein.e Support Projects with advice on technical matters during construction, includingconstruction safety and design and _construction of temporary facilities. Attendprogress meetings, if required.Iii) Inspect Contractor, Consulting Engineer and Vendor premises and witnessesFactory/Site Acceptance Tests, required.Iii) Participate as a member of Health, Safety and Environment review team.e Perform other related duties and assignments as directed. REQUIREMENTS: Qualifications and Experience:Shall have either Category A or Category B Qualifications and ExperienceCategory A:A minimum of 3 years of management experience leading a department or teamsof personnel responsible for fire protection & life safety services.e Licensed/Registered Professional Engineer (P.E.) who has passed the FireProtection Engineering examination administered by the National Council of61Examiners for Engineering and Surveying (NCEES) and has a minimum of four(4) years of cumulative health care related experience designing, surveying, andproviding consulting services related to all facets of fire protection systems (firealarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA101), based on the applicable NFPA codes and standards.o Other than F.P.E. Licensed/Registered Professional Engineer (P.E.) who has aminimum of six (6) years of cumulative health care related experience designing,surveying, and providing consulting services related to all facets of fire protectionsystems (fire alarm, firefighting/suppression, and smoke control/HVAC), and lifesafety (NFPA 101), based on the applicable NFPA codes and standards.Category 8:$ A minimum of 3 years of management experience leading a department or teamsof personnel responsible for fire protection & life safety services.e Fire Protection (or Fire Safety) Engineer who has completed a minimum post;secondary education consisting of a minimum four-year bachelors degree3 ortwo-year masters degree in Fire Protection Engineering, Fire ProtectionEngineering Technology, or Fire Safety Engineering from a reputable universityand bas a -minimum of ten (10) years of cumulative health care related. experience designing, surveying, and providing consulting services related to allfacets of fire protection systems (fire alarm, firefighting/suppression, and smokecontrol HVAC), and life safety (NFPA 101), based on the applicable NFPAcode(s) and/or standard(s).Skills:Possess excellent leadership skills and ability to lead, supervise and motivate ateam of engineers and technical staff. Have excellent planning, decision making,problem solving and organizational skills. Must have thorough knowledge of industry/ international standards, and ability to interpret for specific application within sphereof relevant disciplines. Communication &. negotiating skills as well as an ability towork in a multicultural team environment must be well developed and proven.Independence:Works within the framework of approved corporate policies, procedures andstandards, while exercising a high degree of independence in selectingmethodologies to perform the responsibilities and tasks, and in providing expertadvice on a wide variety of technical issues.Problem Solving:Evaluate and provide solutions for particular, critical technical issues. Review andrecommend resolution of particularly complex and non-routine problems, or provideviable alternatives. Identify risks and anticipated problem to projects, and proposemitigating solutions and actions. Review and critically assess a range of options for agiven problem, and recommend one acceptable technical solution from a range ofoptions.
