Job Description

Advise and support the RO&M Manager by providing expert technical, strategic and operational advice on all aspects of Asset Management within RO&MDUnderstand the Road Operation and Management Department scope task and target.Evaluate and recommend on Organization structure, policies, strategies, procedures and practices on Asset Management for the transformation of RO&MDAdvise on improvements on risk management, operational output and performance within various Sections to ensure RO&Ms services objectives are achieved and sustainedAdvise and communicate the various aims, concepts, principles and practices applied to deliver RO&MD Organizational and services transformation framework by sharing relevant knowledge and experienceLiaise with Operations Engineers and Section Heads to assist in the assessment and prioritization of DNO&M and RMD (as appropriate) asset investment needs and contribute to annual investment planGather investment needs statements using agreed system and provide robust evidence on investment priorities to Senior Asset Planning EngineerThrough the Asset Management Plan (AMP) development, processes identify future investment requirements that address or mitigate identified performance or capacity shortfalls. In doing so, the remedial solutions will need to take the connectivity and capacity of the asset base into accountDeliver accurate robust plans for long term (greater than five years) Operations and Maintenance requirementsCarry out asset adoption risk reviews and investment analyses before formal hand over of any assets to Assets Affairs from a third partyEnsure all approved business planning rules are maintained and reflect operational procedures and policiesCarry out a full inventory and risk review prior to the adoption, transfer and disposal of any Assets Affairs assetsCommunicate the plan to key stakeholders within ROMD (as appropriate) and the client and take action to drive deliveryProvide asset performance and trend analysis. Track performance against the RMD plan as appropriate, identifying areas of non-compliance with proposed high level solutionsUndertake site visit for resolution of issues, data verification and checksSupport the section and department in emergency management such as rainy season activities including attendance at Emergency Control Centre (ECC) and/or sitePerform other duties/ tasks as requiredEnsure the provision of regular and ad hoc reports to the RO&MD Manager, identify key trends and issues and proactively use information to take action or make recommendations for actionAttend RO&MD Management Team Meetings and provide input in relation to Asset Management activities and facilitate progress of issues raisedUndertake activities as assigned by the RO&MD Manager including attending or deputizing at meetingsEnsure adherence to Health and Safety Procedures and all company policies, procedures and regulations REQUIREMENTS: Bachelor Degree or higher-level qualification in Engineering in a relevant subject.Education qualification obtained from North America, West Europe, AustraliaHolder of Accreditation from the Institute of Asset Management (IAM) or similarChartered Membership in relevant professional body (Chartered QA/QC Engineer) preferred and would be an advantageHolder of current/valid Qatar Driving LicenseMinimum 10 years experience of the Construction industry, ideally within the public sectorMinimum of 5 years working within a multi-cultural environment preferably in the Middle EastKnowledge of international Asset Management best practice and how it is delivered in an OrganizationKnowledge of change management/business transformationDemonstrable knowledge of creating and embedding a new asset management functionAbility to exercise initiative, ingenuity and sound judgment in solving problemsDemonstrate leadership qualities with the ability to work on own initiative and/or as part of a teamAbility to drive and support strategic change, and influence/engage stakeholders and staff at all levels within the OrganizationAbility to communicate verbally and in writing in English is essentialAbility to communicate verbally and in writing in Arabic is preferred
