Job Description

JOB PURPOSE:The Logistics Unit is deploying a special effort to ensure effective management of logistics contracts to adapt to the economic changes and maintain the availability of a large pool of contracted transporters and logistics service providers.??The Logistics Officer (Contracting) NOB, will be responsible for the market research, tendering, and contracting of logistics services (e.g. transportation, port operations, warehouse management, superintendence) in line with the organizational standards and industry best practices.KEY ACCOUNTABILITIES (not all-inclusive):Under the direct supervision of the Head of Logistics, the?Logistics Officer (Contracting) will be responsible for the following duties:

  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards;
  • Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries;
  • Overall responsible for contracting all logistics services for WFP Sudan Country Office;
  • Work closely with the Head of Logistics in defining a logistics surface contracting strategy that comprehends the operational challenges and promotes a competent and competitive service providers selection;
  • Conduct market research to assure expansion of shortlists of service providers in various areas and full geographical coverage;
  • Monitoring performance of service providers and following up on appropriate corrective actions;
  • Facilitating meetings with service providers;
  • Effective contractual management to adapt to the economic changes and maintain the availability of a large pool of contracted transporters;
  • Undertake comprehensive logistics market assessments and shortlisting exercises in coordination with the relevant Logistics Officers;
  • Coordinate (with the relevant Logistics Officers) the updating of?Request for Quotation (RFQ) templates to reflect any changes in terms and conditions which are operationally necessary. Where possible solve identified operational problems by enhancing/clarifying/improving RFQ clauses in coordination with WFP Head Quarters;
  • Issue RFQs as and when necessary to shortlisted companies, analyze offers?in conjunction with the Head of Logistics and relevant parties;
  • Convene and facilitate Local Transport Committee (LTC) meetings;
  • Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis;
  • Analyse and interpret complex contract terms and conditions, advising on their impact and associated risk and liability to staff at all levels;
  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies;
  • Perform other related duties as required.
