Job Description

We are seeking a highly experiencedPermitting Supervisor(Arabic Native Speaker) to join our team. The ideal candidate must possess deep knowledge of Dubai?s municipal regulations and have a proven track record of resolving complex approval bottlenecks through practical experience. Fluency in English or Chinese is highly desirable.Key Responsibilities?Permitting Strategy & Coordination:Manage the full lifecycle of government approval milestones for projects, acting as the primary bridge between the project team and government authorities. Report directly to the Project Director.?Authority Liaison & Core Approvals:Independently or in coordination withengineeringconsultants, drive the approval process withDubaiMunicipality (DM). Key tasks include securingChange of Usepermits, updatingAffection Plans, and obtaining Planning/Building Permits (PD/DD) and final construction permits.?Waivers & Technical Negotiations:Draft and submit special waiver applications regarding critical project parameters such asGFA(Gross Floor Area),BUA(Built-Up Area), andSetbacks. Lead the management ofTraffic Impact Assessments (TIA)and parking ratio approvals withRTA, as well as fire safety reviews withDCD (Dubai Civil Defence).?NOC Management:Orchestrate the acquisition of all necessaryNo Objection Certificates (NOCs)from utility providers includingDEWA(water & electricity),Etisalat/Du(telecom), and adjacent property owners.Qualifications & Requirements?Experience:Minimum7 yearsof dedicated permitting experience within Dubai?s real estate development sector or a major engineering consultancy.?LocalNetwork (Critical):Established working relationships and networks withinDM(specifically with planning committees in areas like Al Wasl),RTA, andDCDare essential.?Technical Expertise:In-depth knowledge of Dubai?s land planning regulations, GFA calculation rules, and the practical nuances of the approval lifecycle.?Language Skills:Native ArabicandFluent English or Chineseare mandatory. The ability to interpret official Arabic government correspondence and negotiate efficiently with officials is a must.
