Roles & ResponsibilitiesThe Head ? Contracts & Procurement is responsible for leading the Company's Contracts and Procurement functions for EPC projects involving Power Substations, Pumping Stations, Electrical & Instrumentation (E&I), Renewable Energy, Infrastructure, and Electromechanical works. The role carries, ensuring the Company's commercial interests are protected through effective contract administration, risk management, claims resolution, and efficient procurement of materials, equipment, and subcontract services.Key ResponsibilitiesA. Contracts ManagementLead the Contracts function and establish contract administration policies, procedures, and governance.Review, negotiate, draft, and administer client, subcontract, consortium, consultancy, and supplier agreements.Conduct contractual risk assessments during tendering and recommend mitigation measures.Support Estimation and Tendering teams by reviewing contract conditions, commercial deviations, and bid documents.Administer contracts in accordance with FIDIC and applicable UAE regulations.Manage contractual correspondence, notices, variations, Extension of Time (EOT), claims, disputes, and settlements.Advise management on contractual obligations, commercial risks, and legal implications.Monitor contractual compliance throughout project execution and coordinate with project teams to ensure timely contractual actions.Develop standard contract templates, commercial procedures, and contract governance frameworks.Liaise with legal advisors on contractual disputes, arbitration, litigation, and legal documentation.B. Procurement ManagementDevelop procurement strategies aligned with project schedules and commercial objectives.Lead procurement planning for long-lead materials, equipment, and subcontract packages.Manage vendor prequalification, commercial evaluations, negotiations, and award recommendations.Negotiate pricing, delivery schedules, payment terms, warranties, and commercial conditions.Monitor supplier performance, procurement KPIs, cost optimization, and timely material availability.Establish strategic relationships and framework agreements with key suppliers and subcontractors.Ensure procurement activities comply with company policies, budgets, quality standards, and delegated authority.C. Commercial LeadershipIdentify commercial and contractual risks and recommend mitigation strategies.Support project teams on contractual interpretation, cash flow implications, and commercial matters.Lead and mentor Contracts and Procurement teams, establish departmental KPIs, and drive continuous process improvements and compliance with corporate governance and UAE regulations.Desired Candidate ProfileQualificationsBachelor's Degree in Engineering is must, with Diploma in Supply Chain Management, Law, or a related discipline will be preferredMaster's Degree/MBA or professional certifications such as MRICS, MCIPS, CCM, or PMP will be an added advantage.ExperienceMinimum 18?20 years of experience in EPC contracting, with at least 10 years in senior Contracts & Procurement Management.Proven experience in Power Substations, Pumping Stations, Water & Wastewater, E&I, Infrastructure, and Electromechanical projects.Strong exposure to FIDIC contracts and GCC utility clients and EPC clients.Experience in both pre-contract and post-contract administration.Core CompetenciesFIDIC & EPC Contract AdministrationContract Negotiation, Claims & Dispute ResolutionCommercial & Contractual Risk ManagementStrategic Procurement & Supply Chain ManagementVendor & Subcontractor ManagementCommercial Acumen & Cost OptimizationLeadership, Negotiation & Stakeholder ManagementKey Performance Indicators (KPIs)Effective management of contractual risks, claims, EOTs, and variations.Timely execution and administration of contracts and subcontracts.Procurement cost savings, supplier performance, and on-time delivery of critical materials.Reduction in contractual disputes and improved commercial outcomes.Compliance with contractual obligations, procurement governance, and contribution to project profitability and cash flow.AuthorityAuthorized to negotiate and recommend contractual commitments, approve procurement recommendations within the approved Delegation of Authority, and advise Management on contractual, commercial, and procurement matters to protect the Company's interests.
