Number: 151817Senior Specialist Women Economic Empowerment and RequirementsPosition:Senior Specialist, Women Economic EmpowermentReports to:Programs management unit managerPeriod of Performance:Full time for one year with possibility of extensionREF.C1.2-CS-58 Background: The Leading Government Institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Economic Reform Program. Additionally, the Leading Government Institution will provide necessary technical assistance and capacity building to Government Institutions and entities to support and expedite the implementation of reforms. The Leading Government Institution will oversee the implementation of the Economic Reform Program; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the Leading Government Institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms. The Economic Reform Program consists of eleven pillars: -Pillar 1:Pursue Macroeconomic Adjustment.-Pillar 2:Improve Public Sector Efficiency and Governance-Pillar 3:Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.-Pillar 4:Drive FDI and Promote Export Development of Products, Services, and Markets.-Pillar 5:Deepen Access to Finance from Banks and Non-Bank Financial Institutions.-Pillar 6:Create More Flexible Labor Markets for Job Creation.-Pillar 7:Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.-Pillar 8:Improve Public Transport Efficiency and Access.-Pillar 9:Increase Energy Efficiency and Access.-Pillar 10:Promote Water Security.-Pillar 11:Promote Agribusiness.-Pillar 12:Strengthen the Tourism Sector. The Reform Support Fund is managed by the Leading Government Institution. It will finance just-in-time technical assistance in support to line ministries involved in designing, implementing, and monitoring the Five-Year Economic Reform Program.Main Function:The Senior Specialist- Women Economic Empowerment, will be seconded to the Leading Government Institution who will mainly be responsible to Facilitate the implementation of gender-related reforms in the Economic Reform Program including Jordan?s Women Economic Empowerment Action Plan, and submitting reports to the unit manager as needed at any time during the life of the project.Responsibilities:The Senior Specialist, Women Economic Empowerment will be responsible for the following key tasks, and any other task assigned: * Work closely with the Leading Government Institution?s team to ensure the implementation of Jordan?s women economic empowerment action plan supporting gender-related reforms in the Economic Reform Program.* Act as the focal point for the Leading Government Institution.* Ensure that national priorities and gender related reforms in the Economic Reform Program are reflected in the design and implementation of the Mashreq Gender Facility work plan.* Collect, monitor, analyze, and report on the progress made against different reforms and interventions implemented and/or supported by the Leading Government Institution, including reforms under the Five-Year Economic Reform Program, among others. * Develop terms of reference for technical assistance needed to support the Leading Government Institution?s commitments, ensuring the involvement of relevant government agencies and oversee the procurement of services, as needed.* Facilitate consultations and participatory processes required for reforms, including facilitation of meetings, capacity building activities and consultation sessions.* Provide any supplementary information required for the reporting and updating of the progress of reforms and interventions. * Provide advice to the Leading Government Institution as needed.* Other tasks as requested by his/her direct manager designee.Deliverables:* Provide monthly progress reports to the Leading Government Institution on all tasks assigned and performed based on a template to be appended to the contract.Qualifications:* Master?s degree in economics, social sciences, or any related field.* Eight years of experience in project management and policy coordination of which at least four years working on topics related to women economic empowerment including access and equal opportunity for women the labor market.* Experience in facilitating multi-stakeholder reforms including identification of binding constraints, reforms and improvement action plans in addition to supporting the implementation of these plans.* Proven ability to facilitate multi-stakeholder meetings and work sessions around vision setting, prioritization of objectives, action planning and consensus building.* Excellent analytical and communication skills.* Experience working with the government, and/or previous work with the World Bank or other international and donor organization, especially on gender related matters, is highly desirable.
