Job Description

Job PurposeUnder the management of the Senior PSEAH Officer, and under the authority of the Country HR Manager, the PSEAH Assistant participates actively to the development and implementation of Acted?s PSEAH Strategy and action plan for the Whole mission.The PSEAH Assistant supports the Senior PSEAH Officer in ensuring that PSEAH is upheld in all Acted?s operations, projects, and activities through the technical guidance to managers and field staff, the development of practical tools adapted to the context and sectors of programming, the identification of mitigation measures and their follow up, and the capacity building of Acted Staff on PSEAH and other relevant safeguarding issues.She will be responsible as well for supporting the development of awareness materials and sessions on PSEAH and reporting channels for the communities, beneficiaries, stakeholders and Acted?s staff. The PSEAH Assistant will actively be engaged in providing some of the trainings developed and support for tracking all trainings conducted at mission?s level. ÿThe PSEAH Assistant will also assist the PSEA Officer for preparing and conducting interviews with complainants and survivors and will be responsible for follow up calls with them. ÿThe PSEAH Assistant will also represent Acted as PSEAH focal point in the two PSEA Networks, and under this responsibility will complete all required training and participate in the relevant workshops, webinars and meetings organised by the PSEA Networks.In liaison and/or support to the HR Department, the PSEAH Assistant will also be responsible for conducting focus group discussions and meetings with female employees across the mission to discuss working conditions and identify concerns if any. Work with the HR Department in ensuring that deterrence processes are in place in all hubs.Objectives

  1. Participate to the development of PSEA and safeguarding related tools and monitor their implementation.
  2. Participate in the development and update of a database of mitigation measures, lessons learned, best practices and risks relevant to PSEAH for the mission.
  3. Participate to the capacity building of Acted staff, incentive workers, contractors and implementing partners to increase their capacity to fulfil standards and expectations on PSEA.
  4. Contribute to developing awareness materials and sessions for communities and for staff.
  5. Assist the Senior PSEAH Officer for SEAH investigations by preparing during interviews with SEA female complainants and survivors, responsible for follow up and referrals of SEAH survivors to appropriate services when needed.
  6. Conduct FGDs and individual meetings with female staff in all bases and support the rolling out of FGDs with female beneficiaries/community members in all bases.
  7. Participate actively in the PSEA Networks in NWS and NES and when relevant represent ACTED in external meetings, workshops and webinars on safeguarding and PSEAH.
Duties and Responsibilities:1)ÿÿÿÿÿCapacity building of staff, PSEA focal points and incentive workersa)ÿÿÿÿÿÿAs requested by the Senior PSEAH Officer, develop new training and ensure that all training materials are available in both English and Arabic (and in turn translated as necessary).ÿb)ÿÿÿÿÿUnder the supervision of the Senior PSEAH Officer, plan and deliver basic and in-depth PSEA training to Acted staff and other relevant safeguarding training such as SEA risks strategies, facilitation of SEA awareness sessions, root causes of SEA in emergency contexts, SEA complaints intake, survivor centred approach, gender and GBV mainstreaming, etc.c)ÿÿÿÿÿÿSupport the Senior PSEAH Officer during trainings to managers.d)ÿÿÿÿÿIdentify in each base PSEA FPs representing different departments and from different gender, trained them and engagement regularly with them to ensure roll out of trainings in the field.e)ÿÿÿÿÿProvide mentoring to the PSEA FPs by attending training they deliver and feedback them on improvement areas.f)ÿÿÿÿÿÿÿShare with the PSEA Focal Points new trainings materials, factsheets, engagement certificate, etc.g)ÿÿÿÿÿÿCollect every month from the different Focal Points the trackers of all PSEA trainings conducted in different bases and report back on the general tracker of trainings.h)ÿÿÿÿÿTrack down that all incentive workers received a short training on PSEA by the PSEA FP.i)ÿÿÿÿÿÿÿContinuously update the Focal points list per base with the relevant roles and responsibilities of each of the focal points.j)ÿÿÿÿÿÿÿCoordinate with the HR department to ensure that all new joiners in all bases receive and complete the PSEA e-learning of Acted Global or are enrolled in field training.k)ÿÿÿÿÿÿRegularly update the PSEA matrix resources and the PSEA Action plan to reflect progress in terms of capacity building roll out across the mission.2)ÿÿÿÿÿCapacity building of CBOs and implementing partnersa)ÿÿÿÿÿÿParticipate to the PSEA organisational assessment of CSOs and implementing partners supported by Acted.b)ÿÿÿÿÿDevelop training on PSEA for the CSOs and implementing partners reflecting their internal processes.c)ÿÿÿÿÿÿSupport in delivering TOT to CSOs and IPs PSEA FP and follow up on their roll out. ÿ3)ÿÿÿÿÿMonitoring of risks and implementation of mitigation measuresa)ÿÿÿÿÿÿSupport the Senior PSEAH Officer for the development of tools including checklists with key mitigation measures per sectors and activities.b)ÿÿÿÿÿSupport in monitoring the implementation of the tools and mitigation measures.c)ÿÿÿÿÿÿParticipate in the development of a database of Participate in the development and update of a database of mitigation measures, lessons learned, best practices and risks relevant to PSEAH for the mission.d)ÿÿÿÿÿThrough the supervision of the Senior PSEAH Officer, support for developing awareness-raising materials on PSEA and when relevant awareness sessions, adapted to the context of different locations.e)ÿÿÿÿÿConduct FGDs and individual meetings with female staff in all bases and support the rolling out of FGDs with female beneficiaries/community members in all bases.4)ÿÿÿÿÿSEA investigations and referralsa)ÿÿÿÿÿÿParticipate and assist the Senior PSEAH Officer during interviews conducted with complainants and survivors. Support in taking notes during the interviews.b)ÿÿÿÿÿResponsible, under the supervision of the Senior PSEAH officer, to conduct follow up calls and communication with complainants and survivors, and document any update from the follow up by writing and submit them to the Senior PSEAH Officerc)ÿÿÿÿÿÿUpload complaints and cases on PSEAH in the HQ transparency platformd)ÿÿÿÿÿWhen requested, support for referrals of survivors to services identified ensuring follow up on the referral, and that confidentiality and safety principles are followed during the process.e)ÿÿÿÿÿSupport for preparation of translation of evidence gathered under the investigation process, and translation of other documents as requested.f)ÿÿÿÿÿÿÿParticipate to the development of a service mapping for referrals of SEAH victims (medical, psychological, and psychosocial support, case management, etc.). Ensure that the mapping of critical services is regularly updated. ÿ5)ÿÿÿÿÿExternal representation a)ÿÿÿÿÿÿRepresent Acted alongside the Senior PSEA Officer in the PSEA Networks monthly meetings.b)ÿÿÿÿÿWhen requested by the Senior PSEA Officer participate in the PSEA Networks workshops or webinars, TOT and other trainings planned by the Networks.c)ÿÿÿÿÿÿSupport the Senior PSEA Officer in mapping all PSEA FPs from other agencies especially for camps.6)ÿÿÿÿÿInternal communicationa)ÿÿÿÿÿÿWhen requested, support in the development of internal quarterly factsheet highlighting activities, results, and best practices on PSEA and thematic factsheets to support teams to have easy read on PSEA processes.b)ÿÿÿÿÿEnsure that the materials, tools and factsheets developed are communicated to the relevant staff.c)ÿÿÿÿÿÿSubmit monthly report to the PSEA Officer on progresses and results of activities and ensure regular communication with the PSEA OfficerKEY PERFORMANCE INDICATORSúÿÿÿNumber of training sessions on PSEA delivered to ACTED staffúÿÿÿMonthly tracking of trainings conductedúÿÿÿNumber of PSEA Network meeting and trainings attendedúÿÿÿ% of program sectors with a checklist of key SEA mitigation measuresúÿÿÿ% of complainants and victims who received appropriate follow up ÿúÿÿÿ1 database of mitigation measures, lessons learned, best practices and risks relevant to PSEAH for the mission in place.*Acteds proposed monthly salary: 745 JODs
