Action Against Hunger (ACF)ÿis a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordans economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with 80% of Syrian refugees unemployed in 2021, up from 50% and 65% in 2019 and 2020.ACFÿis looking for its program in Jordan forÿDeputy Country DirectorWorkplace:ÿAmman Jordan, JordanOverview:ÿAction Against Hunger (ACF) is a leading humanitarian agency working to combat hunger, malnutrition, and its determinants in over 45 countries worldwide. 12 years into the Syrian crisis, Jordan remains host to 1.36 million Syrian refugees (83% of whom live among host communities), in addition to over 90,000 refugees largely from Iraq, Yemen, Somalia, and Sudan.Working in Jordan since 2013, ACF has focused its response on WASH, Food Security and Livelihoods, and MHPSS programming for refugees and vulnerable Jordanians, both in camps and host communities. ACFs 2020-25 country strategy aims to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan with an emphasis on rural and peri-urban women and youth.ÿAs of 2023, Action Against Hunger has operations across Amman, Irbid, Mafraq, Zarqa, and Madaba with over 70 staff.ÿThe Deputy Country Director is expected to lead Action Against Hunger programme development, implementation and strategy in Jordan.Main Objectives:1) StrategyúÿPromote the innovation of strategic and technical approaches in the mission, in line with the overall Action Against Hunger strategy;úÿParticipate in the strategy development and revision; lead the team in the elaboration of joint strategies WASH/FSL/MHPSS and for key cross cutting areas including partnership, MEAL, and gender.úÿLead the implementation of sector strategies, ensuring application of key cross cutting strategic prioritiesúÿContinuous analysis of the evolving context in Jordan, in particular evolving humanitarian needs2) Programme development and qualityúÿPromote inter departmental participation (across the mission) in the design and formulation of program design, with specific emphasis on the integration of core sectors (WASH, FSL, MHPSS);úÿPromote the analysis and consideration of new sectors of intervention in Jordan, in line with the needs identified in the country and the global expertise of Action Against Hunger (e.g. Nutrition);úÿSupervise the design and implementation of needs assessments, monitoring and evaluation, to ensure implementation is responsive to and reflective of the needs of communitiesúÿLead the technical team in the identification, analysis and implementation of lessons learnt, for the continuous improvement of the programming implemented by Action Against Hunger in Jordan.úÿVerify that proper monitoring, evaluation and accountability systems are in place to demonstrate impact of programs and that learning is incorporated into programs to ensure ongoing improvement and innovation;úÿEnsure that all programs are implemented according to program management best practice and progress in accordance with grant agreements, are completed with quality, within time and on budget; drive adaptive management strategies where requiredúÿDrive knowledge sharing and technical exchange of Action Against Hunger technical policies, methodologies, programming, and proposals;3) PartnershipúÿLead the development and implementation of a partnership strategy of Action Against Hunger in Jordan, promoting quality partnerships across all program sectors;úÿPromote the regular identification of national and local partners and strong stakeholder engagement, ensuring quality approaches to building partner relationships and promoting exchange of best practice with local actorsúÿLead in the development of strategic partnerships for existing projects and cultivating new partnerships for potential new projects4)ÿOverall supervision of programme departmentsúÿManage the development of programme and sector strategies and accompanying annual plans, ensuring participation of the wider technical department and quality indicators to promote accountability within program teamsúÿPromote strong engagement between technical team and implementation team, driving learning and knowledge exchange to promote program development and qualityúÿSupervise and lead on capacity building for technical program leads and ensure technical support is appropriately leveraged to implementation teamsúÿProvide appropriate delegation of responsibility for the programme departments.5)ÿExternal Representation ? Advocacy & NetworkingúÿEnsure that Action Against Hunger is properly represented at all relevant sector meetings;úÿIn close collaboration with the CD, interact regularly with donors, local authorities and NGO community to ensure awareness of Action Against Hunger programmes and to collect up to date information about the plans and programmes of other actors;úÿBuild and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communicationúÿLead in the development of communications and visibility strategies for relevant projects, engaging relevant stakeholders to promote the work of Action Against Hunger6) Ensure adherence to Action against Hunger gender requirementsúÿÿCommit and comply with the organization gender, age and diversity principles & policies (working with people, communication)Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)
