BACKGROUND AND PURPOSE OF THE ASSIGNMENTThe objective of the Armenia Country Strategic Plan (2019-2024) is to facilitate a sustainable handover of a comprehensive nutrition-sensitive school meals programme embedded in the national social protection system by 2023 and support the development of policies and systems that respond to the gaps identified in the National Zero Hunger Strategic Review (NSR). WFP will shift from its role of school meals implementer to enabler, supporting the Government in strengthening the state policy and regulatory framework for the innovative, home grown, sustainable school meals development. Particular support will be provided in revising the Sustainable School Meals Strategy. Moreover, WFP will strengthen the national capacity more broadly by contributing to the development of evidence-based national strategies, targeted policies and activities.A large majority of the population in Armenia has been impacted by COVID-19 pandemic, in particular the low- and marginal-income groups. The state of emergency has been applied in March 2020 with several periods of renewal. Mid-September, the state of emergency was dissolved, while some restrictions such as wearing masks in public remain in place.Due to the escalation of the conflict in and around Nagorno-Karabakh (NK) starting on 27 September, the population seems less prudent relating to protecting themselves from COVID-19, leading to a huge increase in numbers of infected people.?The Government of Armenia identified 70,000 vulnerable individuals and around 60,000 spontanious arrivals as specifically vulnerable to the pandemic and in need of support with particularly food assistance.???An immediate assistance programme is needed to minimize further deterioration of food insecurity and saving low-income families plunge deeper into poverty. Due to the conflict, a substantial number of spontaneous arrivals from NK who are mostly being hosted by families have further strained the already food insecurity of families.Taking into consideration the already increased and scaled-up activities, establishment of a new Food Assistance programme to support the most vulnerable populations impacted by COVID-19, spontanious arrivals and host populations and the importance of evidence-based planning, WFP Armenia Country Office has identified the need for strengthening its Monitoring and Evaluation Unit. The Monitoring Assistant will support the CO in informed decision-making through baseline, process and endline data collection and analysis.?KEY ACCOUNTABILITIES (not all-inclusive)Under the overall strategic guidance of the Deputy Country Director and the direct supervision of the Monitoring and Evaluation Officer, the Monitoring Assistant will perform the following duties and responsibilities:1.???Collect programme data to support programme reviews and informed decision-making.?2.???Perform accurate, timely recording of data following corporate standards and guidelines.3.???Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.?4.???Receive and collate comments and feedback from beneficiaries to support identifying programmatic issues with a view to improve programme implementation and delivery.5.???Analyze collected data, develop data visualizations and analytical reports.?6.???Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.7.???Prepare field mission reports to document programme implementation, progress and opportunities for improvements.?8.???Provide inputs to Monitoring and Evaluation Officer for developing M&E frameworks and reporting as part of potential technical assistance to the Government.9.???Perform other related duties if required.
