Job Description

We are looking for Proposal Manager/Incharge for UAE.JOB PURPOSE:To supervise, prepare and update proposals / bids for different jobs considering market trends, management directives, client requirements, financial and commercial aspects of the project to ensure the preparation of a technically sound and financially viable bid inline with ITB requirements for Manager Maintenance review and further action.KEY ACCOUNTABILITIES:DescriptionExecution Methodology and Bid Strategy? Prepare execution and bid strategy in consultation with BU Head ? Supervise and support proposals / bids preparation with a clear structure/Scheme and cost effective technical and commercial considerations of proposal to ensure that proposal prepared entails all ingredients necessary for the award of job while achieving the management?s objectives. Method Statement and SOPs? Prepare, monitor and updates method statements and SOPs for the proposal department in consultation with Manager Maintenance and other specialists to ensure methodical and smooth working / reporting of the department. Overall management of the proposal? Supervise, monitor and manage proposals department under the general guidance and directions of Manager Maintenance to ensure timely execution of responsibilities and activities by all the respective employees.Risk Management? Identifies and highlights all possible risks associated with a job and suggests necessary safeguards in the Bid to ensure the minimization of risk element. People Management:? Ensure the effective achievement of Proposals objectives through the strong leadership by ? setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal ? in order to maximize subordinate and the performance of the section.Policies & Procedures:? Recommend improvements in policies and directs the implementation of procedures and controls so that all procedural/legislative requirements are fulfilled while delivering a quality service to clients and employees.Key Performance Indicators? Timely preparation and submission of the bid as per clients specifications? Level of compliance to MS and SOPs? Timely execution of tasks and objectives? Risk element in the project? Frequency of feedback & appraisal meetings.? Compliance with procedural and legislative requirements.? Adherence to HSE standards ? Adherence to applicable QA/QC standards JOB CONTEXT:? It is critical for this position to ensure a high degree of knowledge and communication on a given project necessary to win the job.? It is critical to find out project financing details and the key players who influence decision in this regard.? Keeps senior management updated on regular basis on the strategy being pursued and prevailing market conditions by keeping updated record of market key indicators in consultation with Manager Maintenance? Understand proposal preparation techniques in Win Bid software.COMMUNICATIONS & WORKING RELATIONSHIPS:Internal: ? Proposals, BU, BD, Contracts QA-QC, HR, Admin etc.External:? Client external regulatory bodies and external authorities for auditing and other activitiesFRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:? All decisions related to routine works and administrative issues? Assists and provides his inputs to the Manager Maintenance in important operational and strategic issues? Decisions related to revisions in the MS, SOPs and formats? Decisions related to the preparation of Bid for review by Manager Maintenance and other entities
