With experience in over 126 countries, Culmen supports our clients to accomplish critical missions in challenging environments.Roles and responsibilities:The Senior Advisor will guide the Tunisian Ministry of Defense (MoD) and Tunisian Armed Forces (TAF) and operational leaders, command, and legal offices in the implementation of appropriate standards for accountability and legal oversight of the policies and processes related to airborne strike operations including: * Collaborating with MoD, TAF, and operational leaders, command, and legal offices to identify gaps in operational law, policies, doctrine, command and control, or standard operating procedures (SOPs) related to the effective employment of manned/unmanned strike aircraft.* Reviewing MoD current laws, doctrine, and protocols related to mitigating civilian harm during airborne strike operations.* Advising MoD and TAF counterparts on realistic and sustainable institutional reforms to mitigate civilian harm and create long term airborne strike operations matched with accountability systems.* Assisting TAF/MoD develop civilian harm mitigation (CHM) policies and collect, track and analyze data to improve military outcomes and apply lessons learned.* Identifying gaps and recommended changes to SOPs, doctrine, training in all stages of airborne strikes integrating domestic and international legal considerations throughout operations.* Sharing best practices on how to ensure military decision-making is in accordance with international IIHL and IHRL standards including CHM and protection of civilians (POC).* Advising MoD/TAF on planning and integration across joint environments on policies, procedures, and doctrine and ensuring communications and responsibilities are delineated across the MoD, service level and MoD Office of Legal Counsel.Basic Qualifications:* U.S. citizen* Master?s degree in areas such as security studies, international relations, public policy, political science, or legal studies. Must have reached, at a minimum, the rank of O-5 in the military or equivalent (i.e., FS-02/GS-14) in a civilian capacity* 2+ years professional experience working to reform military law, doctrine, policy, and/or practices of foreign military partners* 3+ years of experience in the employment of ISR (Intelligence Surveillance and Reconnaissance) d octrine, preferably in a joint environment* 2+ years of experience in advising and/or formulating programs in line with laws of a partner country and U.S. Law of Armed Conflict standards* Active Secret security clearancePreferred Qualifications:* 3+ years of experience working in the Middle East and/or North Africa region* 3+ years of operational experience in leading air-ground integration, air operations, or relevant counterterrorism experience* 3+ years of prior experience in advising foreign governments or foreign militaries at the strategic or operational levels* 3+ years year of operational experience in advising and formulating relevant programs in line with laws of partner country and U.S. Law of Armed Conflict standards* Experience in establishing and institutionalizing airborne operational strike programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national security plans in the air operations domain* 3+ years of military and/or civilian professional experience with human rights and humanitarian law in the context of military and security operations with a focus on military operations and employment of ISR strike capabilities* 1+ year of experience in advising foreign governments or foreign militaries. Non-resident or intermittent advisory experience may count toward some or all the required two years of prior experience if the advising took place in-person with the foreign government representative(s)* Experience in establishing and institutionalizing airborne operational strike programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national security plans in the air operations domain* Working-level proficiency in French or Arabic language* Experience supporting the development of strategies, doctrines, policies, or procedures* Experience conducting baseline assessments, analyzing gaps, and identifying tailored solution At Culmen International we are committed to creating, promoting, and sustaining a culture of diversity, equity, and inclusion.
