In coordination with DFAM究 Implementing Partnership Management Service, s/he is responsible and accountable for providing substantive support, guidance, and oversight on the effective management of the Enhanced Framework for Implementing with Partners (the Framework) as well as oversight on the effective management of Direct Implementation.Complementary to programme management, s/he will support and conduct analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures, and gaps and make technical recommendations or decisions in line with the principles of the Framework, of UN/UNHCR究 financial rules, policies and regulations and operational context.The incumbent prompts partnership integrity and other safeguarding mechanisms for ensuring sound stewardship and accountability of funds entrusted to partners or through direct implementation arrangements (e.g. contracts for the procurement of goods and/or services) to ensure resources are used in the most efficient and effective manner to attain the best results for persons of concern.The Project Control Officer will promote dialogue and consultations for strengthening partnerships and have frequent contacts with UNHCR colleagues, particularly project control and programme staff. S/he may have contact with external stakeholders, such as UNHCR-funded partners, auditors, oversight bodies, and host governments on matters related to partnerships. The incumbent will be mindful of all dimensions of partnerships in accordance with the Principles of Partnership, the Code of Conduct, UN/UNHCR究 financial rules, policies and regulations, and other relevant documents.In the Regional Bureaux, the incumbent works under the supervision of the Regional Controller. In the Country and Multi-Country Offices, the incumbent normally works under the direct supervision of the Representative or Deputy Representative, Head of Office or Senior Project Control Officer, as applicable.All UNHCR staff members are accountable to perform their duties as reflected in their job description. In this situation, certain privileges, such as purchasing or importing duty-free cars and bringing unaccompanied shipments to Tunis, are not available for staff working for Libya operations despite being stationed in Tunisia. Therefore, the applicant for this position shall consider this situation and take all necessary precautions. In support of the UNHCR Tunisia office, the operation will arrange for staff members and their dependents to have multiple visas to enable them to remain in Tunisia legally and travel in and out of Tunisia. The operation continues to advocate for full privileges for the Libya staff with Tunisian authorities; however, this still needs to be put in place, i.e. not available for staff at the moment. The incumbent is expected to travel to Libya regularly, subject to visa availability; such travels are unpredictable and on short notice.The incumbent will be under the supervision of the Chief of Mission Tripoli, Libya. S/he will be expected to be conversant with the current programming tools of UNHCR including the COMPASS and MSRP. The incumbent is also expected to demonstrate flexibility with regard to the lengthy and unpredictable stay in Libya. The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations and cope well in an unpredictable environment.Living and Working Conditions:The position is based in Tunis with very few security restrictions. Tunisia is classified as a category A duty station and all services are available, including health facilities, international schools, banks, housing (both furnished and unfurnished apartments or houses with varying prices). The office in Tunis, which houses Libya back-office in Tunis, Special Envoy and Tunisia Country Office, is located approximately 5 kms from the international airport, with proximity to a number of housing facilities, restaurants and shops nearby.The weather in Tunisia is generally warmer throughout the year compared to Europe. In summer, temperatures are about 40C, with approximately 5 days per year with temperatures of 45C and more. Otherwise, it is 35-40C, and temperatures may fall to 20-30C in the evenings.
