The Coordination and Policy Officer (Monitoring & Evaluation) will be responsible for developing, overseeing and providing substantive guidance and support on monitoring and evaluation aspects to Programme Managers in IOM Libya as well as support of the implementation of the UNSDCF 2023-2025, the UN Migration Network and the migration related activities of the Sustainable Development Goals (SDGs) in line as well with the IOM Libya and MENA Strategic Visions.Core Functions / Responsibilities:- In collaboration with relevant Programme Managers, develop Monitoring & Evaluation (M&E) frameworks for all projects that include a specific M&E budget line and make plans to ensure that relevant funding is allocated and effectively consumed within the project timeframe.- Manage and coordinate M&E data collection, assessing and consolidating data, and prepare or substantively support the preparation of monthly, quarterly or annual programmes/projects reviews, process and operations monitoring, real-time, mid-term and final evaluations and lessons-learned workshops.- Act as primary focal point for ongoing Third-Party Monitoring (TPM), coordinate relevant requests with programme managers in the mission, and review and assess inputs.- Work closely with project development teams to ensure M&E is embedded in project design and planning through elaboration and revision of the programmes/projects result matrix on a continuous basis, provide inputs in the areas of the objective hierarchy, indicators and monitoring mechanisms.- Build staff capacity on M&E and ensure that M&E arrangements meet international standards and comply with donor agreements.- Design, test and regularly review information and data collection tools ensuring the compliance with relevant monitoring and reporting requirements. Provide advice and guidance on the information and data collection process in coordination with the monitoring and reporting focal points.- Organize and ensure the regular sharing of M&E findings with relevant stakeholders in HQ, Regional Offices and other IOM offices/departments, and discuss and advise on monitoring data in the appropriate forum in a timely manner, particularly in terms of achieving objectives, existing bottlenecks, and implications for future action.- Ensure overall revision of reporting documents including but not limited to M&E activity plans and Final Evaluation Reports to ensure adherence to project objectives for submission to donors.- Ensure all the evaluation steps are carried out according to IOM Evaluation standards and provide advice to the relevant team for the preparation of TORs and internal/ external evaluator hiring; review inception reports and oversee data collection process for all evaluation deliverables.- Manage and coordinate the work and tasks of the Mission?s M&E, Coordination and Policy teams and maintain weekly activity logs and planning processes.- Represent IOM and participate in the United Nations Strategic Development Cooperation Framework (UNSDCF 2023-25) process to ensure that the Migration dimension is reflected in its design and measurement framework.- Support the implementation of the UNSDCF Collective Outcome on Migration Management and the UN Network on Migration in Libya, ensuring coordination between Governmental partners, UN Agencies and INGOS working on migration management.- Substantively support the Deputy Chief of Mission/Head of PDSU in the identification of strategic priorities for the mission, implementation of the IOM Libya Strategic Framework, development of policy and strategic documents and frameworks for the use of the mission.- 14.Support the organization of migration policy events and capacity building for the mission and coordinate with Regional Office (RO) Cairo and the HQ Policy Hub on regional or global initiatives on SDGs, Global Frameworks, Project Development, and strategic tools.- Support the Deputy Chief of Mission/Head of Programme Development and Support Unit (PDSU) in supervising and coordinating external relations, publications, and research activities, in coordination with the Public Information Unit, ensuring coordination among stakeholders involved.- Contribute to the development of talking points, policy and strategic papers including for highlevel meetings and visits of DG, DDGs, CoM and senior staff.- Perform such other duties as may be assigned.Required Qualifications and Experience:EducationMaster?s degree in International Relations, Political Science, Communications, Information Management, or a related field from an accredited academic institution with five years of relevant professional experience; orUniversity degree in the above fields with at least seven years of relevant professional experience.ExperienceExperience working in international organizations and the humanitarian community;Experience in project management and implementation; and,Experience writing technical requirements documents.LanguagesIOM?s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).For all applicants, fluency in English is required (oral and written).
