Jobs at this level are responsible for managing project portfolio in the most effective way to implement strategic initiatives, bridges the gap between strategy and implementation, meet and/or exceed ROI by aligning projects, programs, and operations with strategic objectives, investing resources in the right work to deliver the expected value. Also, they are responsible for articulating comprehensive long term strategies and plans for STC?s non-technical projects, in compliance with overall STC objectives.? Establish a suitable governance framework and portfolio structure in order to deliver the necessary project capability to support delivery of the road map and business objectives.? Provide common frameworks for management to compare and decide on investments from a variety of possible projects.? Guide organizations management decisions and prioritizations for resource assignments across projects (e.g. to maximize economic value, ?firefight? troubled projects, minimize risk, maximize projects long-term ROI.? Work with business leaders to create a roadmap for future development, align and prioritized.? Deliver complex series of unrelated and/or related projects, effectively manage their interdependencies and allocating resources to support prioritized opportunities.? Work closely with Business and Project Managers to develop consistent, standardized management and reporting framework across the organization.? Fostering close interaction between various stakeholders [Business, Management, Functions] with the objective to have clear mutual understanding of the efforts, risks and challenges of the projects/initiatives in progress.? Avoids project management disasters by pointing out good projects versus bad projects, the ROI and the projected value.? Ensure the right selection of all projects to avoid any negative impact on project deliverable in the future.? Offers a clear path to prioritization that allows project managers to create flexible timetables.? Guide on STC?s project management policies and provides recommendations on strategic functional processes, performance philosophy and compliance standards pertaining to project management.? Formulate portfolio management budgets and plans keeping in view strategic, operational and implementation costs and the annual improvement plans identified.? Articulate long term plans (3 year, 5 year plans etc.) related to General Projects and highlights key analysis to senior management, for approval of these plans.? Guide the review and approval of the project design and tender documents including the scope of work, bill of quantities, contractual terms and conditions, Terms of Reference (TOR).? Guide the development of various project scheduling tools and procedures, for effective project control.? Provide advice to all relevant stakeholders on implications of project changes and develops relevant processes and tools, to ensure effective change management.? Oversee evaluation of bids received from vendors, participates in price negotiations and participates in the vendor review and registration process.? Guide in the identification of current and potential risks in the project, in order to plan mitigation and initiates timely preventive action to avoid project delays.? Guide on appropriate cost effective methods to enhance or replace current project processes, thereby optimizing STC?s project life cycle cost and operability.? Guide on the definition of portfolio/program/project management philosophy and standards for STC?s non-technical projects and monitors their performance.? Advise based on market best practice to identify potential areas of improvement on critical work processes and makes recommendations.? Advise the formulation of contingency plans and assists in implementation of DR (Disaster Recovery) project phases (planning, execution, monitoring, controlling, and closing), with respect to General Project Management.
