DescriptionTechnical Manager ? Royal Saudi Air Force (RSAF) Tornado EnginesSalary: CompetitiveLocation: Dhahran, Saudi ArabiaJOB PURPOSE BAE Systems is the UK Government?s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.BAE Systems Saudi Arabia is committed to supporting the Saudi Arabian National Agenda including Saudisation and the training and development of Saudi National capability through the growth of the Saudi National Partner Companies thereby reinforcing Industrialisation and Partnerships.The purpose of this job is for leading all the Engineering activities associated with RSAF Tornado Engines and acting as the Prime Point of Contact for all stakeholders (i.e. BAE Systems Saudi Arabia, Air Sector Shared Service, MODSAP, RSAF, SBDCP, KPCs OEM?s and KSA Industry) associated with technical matters on Tornado Engines.Comply with the requirements laid down in the BAESSA Engineering & Maintenance Functional Governance Manual (FGM) and Tornado programme exposition.JOB ACCOUNTABILITIES

  1. The Job Holder will be responsible for the Engineering management activities for Tornado Engines such as:
    • Development of engineering strategy.
    • Working jointly with the project team to development of an LCM Tailoring statement for agreement with both the BAE Systems Saudi Arabia PMA and EA and maintain it valid throughout the ELCM.
    • Develop and maintain valid Engineering management plan for Tornado engines.
    • Development of SEMP for RSAF Tornado engine, UTEF, BEAMA and JetScan in accordance to Tornado enterprise SEMP.
    • Lead and Develop the required acceptance and handover plans and for Tornado engines.
    • Establish maturity plan for the relevant deliverables within Tornado engines.
    • Identify any technical risks associated with the Engines in line with the Programme Risk Management Plan and processes which is key to achieving the development deliverables in line with the technical specification.
    • Work jointly with project team to develop CDRL.
    • Lead all of the Engineering Reviews required meeting the governance requirements including the Engineering Life Cycle Management (ELCM) Reviews.
    • Maintain an up to date engineering elements in PRS.
    • Be technical focal for all ELCM activities for the RSAF Tornado Engines.
  1. The Job Holder will be responsible for the Requirement management activities for Tornado Engines such as:
    • Manage the requirement in accordance with tornado requirement management plan
    • Manage the VCRI and compliance throughout the project contracted period.
    • Leading and address any technical quires required for RSAF Tornado engine, UTEF, BEAMA and JetScan to Support project team in contract closure plan activity.
  1. The Job Holder will be working jointly with RR team (JET) located in engine shop KAAB (RSAF Tornado Engine Technical support):
    • Leading the weekly engine meeting (FORM) and maintain record of the meeting.
    • Leading resolution of all issues highlighted in FORM meeting.
    • Review the technical content of TQ before send to OEM.
    • Review the technical TQ answer and highlight any impact to the operation.
    • Maintain record for all TQ.
    • Review the technical content of DDR before sent to OEM.
    • Review the Technical DDR answer and highlight any impact to the operation.
    • Maintain record for DDR.
    • Monitoring and mange any technical issues of Technical publication update.
    • Attending Daily production brief and maintain record of any technical issue raised and mange to follow up resolution as agree in the meeting.
  2. Customer meetings:
    • Lead and manage the preparation and running of the RSAF Tornado Engine Overview Meeting with the RSAF, MODSAP and internal stakeholders.
    • To be the single customer focal point for all customer engine technical queries.
  3. Liaise and working jointly with head of TSS technical services to resolve and manage any RSAF Tornado engine operational issues and maintaining historical background for the issues.
  4. Working jointly with RSAF Tornado head of safety to address and leading all safety issues related to RSAF Tornado engine, UTEF, BEAMA and JetScan.
  5. Attending Safety meeting as greed with RSAF Tornado head of Safety.
  6. Working jointly with RSAF Tornado head of Quality to address and lead all quality technical issues related to RSAF Tornado engine, UTEF, BEAMA and JetScan.
  7. Working jointly with RSAF Tornado head of quality to support any quality investigation and address any technical inquiry regarding RSAF Tornado Engine ROID items and maintain a record for engine ROID.
  8. Working jointly with BAE Airworthiness to support RSAF Tornado engine MDRs investigation and maintain record for Engine MDR.
  9. Attending quality review as agreed with RSAF Tornado head of quality.
  10. Obsolescence
  • Provide inputs and support relating to RSAF Tornado Engines to the semi annual Obsolescence review with RSAF
  • Support the BAESSA Obsolescence Management and Reporting surveillance activities.
  1. Supply chain
  • Liaise and work jointly with supply chain leads to ensure uninterrupted supply of RSAF Tornado Engines to support the customer operating requirements.
  • To be the lead technical focal point for any technical queries required to support RSAF Tornado Engines supply chain operations.
  1. Procurement
  • To be the lead technical focal point for any technical queries required to support RSAF Tornado Engines procurement requirements.
  • To provide technical support to procurement leads in identifying and supporting localisation work packages for the RSAF Tornado Engines.
RECRUITMENT SPECIFICATION
  • Extensive proven experience with specific experience in a Senior Engineers role with extensive experience within a management position.
  • Educated to a minimum of Degree level in a relevant engineering discipline.
  • Must be able to apply and obtain ?engineer? membership status in the Saudi Council of Engineers.
  • Working towards meeting the requirements for registration as a Chartered Engineer within an internationally recognised Professional Body.
  • Extensive experience across all areas of the engineering lifecycle in the delivery of products and the use in an In Service operation.
  • Extensive knowledge & experience in the application of Engineering Life Cycle Management.
  • Proven customer delivery performance.
  • Experience in managing Customers and Suppliers
  • Experience in application of engineering management, engineering processes, product safety, product security, organisational design and application of functional governance.
  • Extensive experience of design & development activities in multiple engineering domains.
  • Background knowledge of RSAF Tornado Engines would be beneficial.
RECRUITMENT
  • Prime Contracting experience.
  • Knowledge of the business within KSA and its culture.
  • Proven extensive company/industry knowledge (in a senior engineer position) and involvement in the managing engineering aspects of projects in more than one domain.
  • Knowledge and experience in the application of Lifecycle Management in the development of Products/Services from business winning and bid work through to in-service and disposal.
  • Experience in Managing Customers, Suppliers and internal teams/functions building strong enduring relationships with them.
