The role holder is responsible for spectrum planning and management for STC, in line with CITC regulations. The role holder is also responsible for coordinating with Business Units to prepare their needs of frequency and applying frequency assignments requirements. The role holder shall carry out his duties in accordance with the stipulated business policies and procedures.Managerial Responsibilities? Participates in the development and implementation of the Mobile Network Deployment Planning Department plans in line with the corporate objectives.? Directs and manages the Spectrum Planning and Management Section mandates, providing leadership and facilitating work processes in order to achieve high performance standards.? Interprets and implements change in the Spectrum Planning and Management Section providing guidance and support, necessary for continuous improvement.? Ensures compliance with organizational policies, procedures and quality standards in the Spectrum Planning and Management Section. Core Responsibilities Spectrum Planning and Management? Develops plans for spectrum utilization and licensing according to CITC regulations.? Studies, analyses and reviews frequencies allocation, assignment, technologies and standards for efficient spectrum utilization.? Evaluates reviews and prepares STC frequency plans including current and future spectrum requirement based on Infrastructure Sector and Business Units? new plans/services requirements.? Evaluates the annual STC spectrum fees based on CITC reports and the actual reviewed licensed STC spectrum.? Analyses, tracks and manages interferences complains.? Provides internal support for all frequency issues.? Studies and applies agreements with neighbouring countries to solve interference issues. Liaison? Coordinates with CITC to ensure application of National and International regulations.? Negotiates with non - STC users to evacuate STC targeted bands.? Coordinates with Business Units to prepare their needs of frequency and applies frequency assignments requirements. People Management Responsibilities? Defines goals and key performance indicators for each member of the team and ensures effective application of the STC performance management process.? Directs planning and selection of manpower in the Spectrum Planning and Management Section, in line with the business and operational plans.? Ensures high level of employee engagement and capability development by providing on-going feedback and coaching team members within the Spectrum Planning and Management Section. Performs other responsibilities and tasks as directed by the Director ? Mobile Network Deployment Planning in order to meet department objectives.
