Job Description

Setec Middle East (ME) a member of the Setec Group headquartered in Paris is specialized in discipline engineering, including civil, structural, electrical, and mechanical for a range of transportation, energy, industrial and hydraulic infrastructure, building engineering, bridges, underground structures, urban planning, electrical and electromechanical facilities, safety within civil engineering infrastructures and their users, maintenance and rehabilitation of infrastructures. Setec ME also provides project and construction management principally for large infrastructure, building, and multi-modal transportation developments along with managed services for advancement of environmental and sustainability priorities.Based in our Middle East Region headquarters in Riyadh, Setec ME desires to acquire a BID Manager with a primary focus on business development and tendering for procurements in the Gulf and MENA regions that complement the companys myriad service offerings. The following highlights requirements of the Regional BID Manager position, including key responsibilities, experience and knowledge factors required of applicants, and educational credentials.The Bid Manager will oversee and manage the companys tendering for new business opportunities, pre-qualification submissions targeted to registration with major public and private sector organizations, and coordination with Setec Group and consultant partners toward on-time and quality submission of technical and commercial proposals as prescribed in the client tender documents (e.g. RFPs, RFQs, PQQs, etc.).The Bid Manager will perform a number of functions to assure that tender submissions are submitted on time and to a high quality consistent with Setec professional standards. Select activities to be performed include, but are not limited to

  • Develop proposal submission plans inclusive of:
  • Technical and Commercial proposal schedules for progression of the tender development as aligned to the solicitation delivery date.
  • In tandem with Setec TPI senior managers, develop the Technical and Commercial proposal theme and content outline including sections to be developed, assignment of leads for development and peer review of those sections, win and comparative themes, and particulars to be addressed as defined in the solicitation.
  • Managed the development progression of the proposal, including notification to team member of any solicitation addendum, identification and resolution of any risks or impediments to development of drafts and final sections in accordance with the plan schedule, and take correction early-warning actions with Department heads as required.
  • Acquire professional translation capabilities as may be necessary for tender submission required in the Arabic language.
  • Manage development of any post-submission presentations, including scheduling attendees, development of presentation materials in coordination with Department heads, and development/issue of resultant minutes and actions.
The Bid Manager will be the companys point-of-contact with prospective clients for submission of tenders and PQQs. In this capacity, the Bid Manager advises Department heads on the status of submission evaluation, any correspondence required, advising and collecting of additional information as may be required, inter alia.During periods wherein no tender is under development, the Bid Manager will perform research and assemble contemporaneous information related to Setec Group competitive posture vis--vis other bidders, opportunities announced in the public domain, and other exploratory efforts assigned by senior management.Once this step has been completed, the Bid Manager must begin to develop a strategic plan to highlight the offer to be offered to the customer. To do this, the Bid Manager will coordinate the sales and technical actors of setec in KSA and sometimes with different subsidiaries of the setec group.Every piece of information must be exchanged and studied. The Bid Manager represents the link between all the teams to best coordinate the project to be proposed to the client. The bid manager therefore actively participates in the decision-making and commercial development of the company.Once the proposal has been established and transmitted to the client, the Bid Manager could support the Project Team to ensure that their project keeps its promises at the budgetary level.The Bid Manager will continuously improve bid processes and best practices to increase our win rate.
  • The Bid Manager must have excellent interpersonal skills. Throughout his missions, he will interact with many people. Between own company teams, client teams, the client itself, etc. The bid manager must be comfortable speaking and above all must be able to carry out structured and constructive discussions. It is thanks to these exchanges and his speaking skills that the clients objectives will be achieved.
  • The Bid Manager must also have a certain level of writing skills. It is up to him/her to draft the offer to submit to the client. The Bid Manager must be able to write a commercial proposal completely independently and with an appropriate style. The main objective here is to provide the customer with a clear and understandable offer.
  • Organization is one of the main skills that make up the job of bid manager. The latter must meet deadlines and must respect them. It must collect a multitude of information and data from different services and must therefore be able to process it without difficulty. The offer proposed to the customer must be fully processed on time. The Bid Manager juggles between several stakeholders, carries out daily research and must also ensure the budgetary part. Its planning must therefore be structured.
  • The Bid Manager would not be efficient in carrying out his missions without having the essential skill of being a good salesperson. Indeed, the candidate must be able to easily detect the clients needs and objectives. Ideally, he/she should even know how to anticipate expectations to be able to offer the client a suitable offer.
  • The Bid Manger must be comfortable with numbers and must be able to establish and manage a budget. Ensures the follow-up. The financial notions of investment and profit should not be foreign to him.
  • Excellent interpersonal, & negotiation skills.
  • Excellent organizational skills and attention to detail.
  • Proficient in Microsoft products (Microsoft Office Suite).
  • Ideally, Arabic verbal and written skills.
  • Ability to work under pressure and prioritize tasks. .
  • Fluent in written and spoken English.
  • Positive and constructive attitude.
  • Engineers degree in construction, civil work, or any another relevant discipline.
  • APMP Certification & Project Management Certification are a plus.
  • 10-15 years overall experience with 5 years in BID activities.
  • Experience in an engineering firm or similar.
