Job Description

SNC Lavalin is looking for a Railway Safety & Regulations Manager to be based in Riyadh, Saudi Arabia.OverviewThe Railway Safety & Regulations Manager, with a minimum of 10 years? senior technical and management experience, will be responsible for overseeing and reviewing each Operations & Maintenance (O&M) Contractor?s Safety Management System, Operating Safety Case and that the preparation and submission is in conformance with their respective contracts and Transport General Authority (TGA) requirements.The Railway Safety & Regulations Manager shall demonstrate prior relevant qualifications, knowledge and experience in safety certification of a new railway (preferably driverless Metro).The Railway Safety & Regulations Manager shall also be responsible for coordinating the development of local laws (by-laws) including but not be limited to, railway protection, trespassing, unsafe acts, fare evasion, vandalism, theft and other standard regulations normally used in similar Metro operations.When required, the Railway Safety & Regulations Manager shall submit drafts of such regulations to the Client for approval.Responsibilities:As part of the Metro Services Delivery Team:

  • Oversee all pre-launch Metro Service activities.
  • Oversee initial set up and mobilisation of the O&M Contractors.
  • Verify O&M Contractor?s compliance to Contract and to Client?s satisfaction.
  • Measure progress of O&M Contractors against contractual milestones.
  • Report to the Senior Manager (and Programme Director) on any Service Delivery issues.
  • Report and advise the Client on Rail Safety matters.
  • Support the O&M Contractors to obtain the Safety Certificate.
  • Support the O&M Contractors to obtain the licence to operate.
  • Supervise rail safety activities related to Trial Running.
  • Supervise launch of the Metro Service.
Qualifications:
  • Degree or equivalent in the relevant discipline.
  • A minimum of 10 years? technical and management experience
