and QualificationsII. POSITION SUMMARYThis position will be working in the Project Delivery Team as Project Manager ? Civil/Structural background at the IGCC Project, Jazan Economic City (JEC), Jazan, in the Southwest portion of Kingdom of Saudi Arabia. The successful candidate will be responsible for managing Civil projects (Industrial Building Project) through all phases of project execution including scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them. Develop strategies for execution, procurement, and construction in an operating facility. Manage changes on projects including taking action to minimize impact. Work with Project Control for Project Progress Reporting. Developing and managing the construction packages and contractors. Facilitate effective communication within and across the project team and stakeholders and foresee associated risks and formulate risk management.III, NATURE AND SCOPEWe are looking for an experienced Project Manager to plan and supervise construction project (mainly Building Project in an operating Plant) from design stage to construction completion. The incumbent will lead and oversee Project Life Cycle Process of Projects from design to completion of the project and ensure they are completed in a timely and efficient manner.A Project Manager must be well-versed in all construction methodologies and procedures and able to coordinate a team of professionals of different disciplines to achieve the best results. The ideal candidate will have an analytical mind and great organizational skills.The goal will be to ensure projects are delivered on time according to requirements and without exceeding budget.IV. DIMENSIONS:This position is a site based full time job in IGCC Project, Jazan Economic City (JEC), Jazan, in the Southwest portion of Kingdom of Saudi Arabia. Project Delivery supports the Commissioning & Start-up (C&SU) Team to safely and successfully commission & start-up IGCC, as well as execute brownfield projects, within the operating plant, while achieving critical success factors. The open position is for a Civil Project Manager to manage the Project Life Cycle, including Engineering, Construction and successfully closing out the Project to handover the fully functional facility to Operation and expected tenure of the position is 18-24 months, which could be extended based on the performance of the Candidate.V. PRINCIPAL ACCOUNTABILITIESThis position is accountable for the following end results mainly, but not limited to:

• Lead the Project Life Cycle of the Company (JIGPC) Admin Building from Conceptual development to Project Closeout.

• Coordinate and manage all the approvals from regulatory authorities and other relevant stakeholders

• Develop the Program Scope, formulate and follow the tender management plan, select the best sub-contractor, manage, and execute the Program.

• Commission, Functional Check and successful Project Closeout to the satisfaction of all the stakeholders.

V. MINIMUM REQUIREMENTS AND QUALIFICATIONSEDUCATION AND EXPERIENCE: Bachelor of Science in Civil/Structural Engineering degree from a recognized university with 15+ years of project engineering and management experience on large Oil, Gas, & Chemicals projects Field experience and understanding construction, commissioning, and constructability issues. Experience running projects within Brownfield environment under work permit system. Strong knowledge of Saudi Aramco Building Code, Standards and Saudi Arabia High Commission for Industrial Security specifications (HCIS). Strong organizational and planning skills with ability to communicate clearly and effectively at all levels of the organization. Aptitude and flexibility for quick learning and adapting to site requirements. Able to conduct business in English with good verbal and writing skills. Have a broad general technical and business background.PREFERRED SKILLS:

• Engineering & Construction Management experience in Saudi Aramco or any Oil and Gas Industrial Plants? civil Project Management.
• Ability to manage interdisciplinary teams of professionals and supporting labor categories.
• Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly.
• Acts as the Company representative with selected subcontractors during the program execution, till Project Closeout signed off.
• Negotiates changes to the scope of work with the key subcontractors.
• Responsible for following up on instructions and commitments associated with the project.
• Need to participate in meetings with Jazan Economic City, Saudi Aramco Management, HCIS and Regulatory authorities to get permission and approvals of design.
• Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required, in line with Company Requirements.
• Establishes the program requirements for all areas of the project, monitors and coordinate the approvals of final deliverables with key stakeholders.
• Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.
• Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
• Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
• Establishes weekly meeting to review project status and formulate action items.
• In-depth knowledge on earthwork, piling, foundation, drainage, pavement, Structure and Architecture, etc
• In-depth knowledge about scheduling software (P6 Or Project).
• In-depth knowledge and hands on experience in commercial tendering for large construction projects.
• Excellent technical report writing skills
• Knowledge of construction tools and equipment such as structural drawings, civil materials, surveys, budgets, building codes, permits etc.
