Engie Al Jubail for O&M Company Ltd. will be operating & maintaining the SWRO Plant of 570,000 M3/Day net potable water capacity. Engie Al Jubail for Operations and Maintenance Company is single shareholder Limited liability company established under the laws of Kingdom of Saudi Arabia. The O&M company will perform services through an O&M agreement for the Owner of the SWRO Plant; The Al Jubail International Water Company. The project is a Greenfield IWP with a 25 year WPA with single off-taker Saudi Water Partnership Company (SWPC). The desalination plant will be located in the industrial city of Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilo meters from Dammam. The Jubail 3B SWRO Plant will serve Riyadh and Qassim with potable water. The plant will include storage tanks with one days production capacity in addition to in-house solar capacity to reduce power consumption from the kingdoms national grid.Purpose of the Job:The Plant General Manager will be responsible for the plant O&M mobilisation, ensuring the day-to-day management of the Plant and the operational excellence, including the selection, recruitment and appointment of staff. The Plant General Manager will report regularly to the Owner regarding operational issues at the Plant according to the Company obligations as described in the O&M agreement.Key Accountabilities:The Plant General Managers responsibilities will include but not be limited to: * Responsible for HSE in the O&M team and leading the H&S culture in his teams. Ensure HSE compliance within the entire O&M team including contractors;* Development of business objectives, strategies and procedures to achieve the performance standards, financial performance, targets and obligations as set forth in the OMA;* Implementing the decisions and plans of the Board of Directors and providing the Board of Directors with annual operating accounts, budgets and long-term plans on an annual basis as well as any other reports and plans as may be required by the Board of Directors by resolution or written request of the Board of Directors, from time to time;* Setting up Engie Al Jubail for Operation and Maintenance Company, organizing the staff mobilization* Ensuring the full engagement of all the Stakeholders in all relevant developments relating to the O&M Company.* Select and recruit staff and ensure there is implementation of long term, sustainable and progressive training regimes for the employees of the O&M Company.* Ensuring that the Jubail 3B SWRO project complies with all Law, including the standards and requirements of all applicable environmental laws;* Interact with the owner and EPC contractor during the construction and commissioning of the plant* The formulation of business plans, which will include long term and annual operating plans and budgets;* Approve and oversee departmental performance Key Performance Indicators (KPI) aligned with plan objectives* Development and implementation of the organization structure;* Fostering good industrial relations at the Site;* Implementation and maintenance of systems and procedures to ensure efficient, safe and environmentally compliant Plant operations;* Fostering good relationships with key local groups and communities;* Conduct emergency prevention and response planning and act as regulatory liaison to local, regional, and federal officials and government agencies;* Ensuring internal processes are implemented so that the Plant complies with Owners safety standards, local and national standards, and the other standards required under the WPA; and* Creating and maintaining a working environment to enable the Plant to meet its performance requirements.Reporting line:* The Plant General Manager will report to the O&M Director KSA and Board of Directors of the company and will closely interact with companys stakeholders to benefit from their long experience of sizeable and well diversified portfolio, huge pool of resources & expertise in related fields and strong presence in the Middle East.QualificationsQualifications* Degree in mechanical, chemical or electrical engineering.Experience* Minimum 10 years relevant working experience in power generation & water production facilities with at least 3 years in a Plant General Management role.* Experience with SWRO plants.* Experience with a multinational corporation in a cross cultural environment is a plus.* Plant experience in GCC.Specific Knowledge / SkillsThe ability to: * Set up an O&M company.* Develop and maintain budgets.* Administer commercial contracts.* Resolve complex technical issues, plan and organize major overhauls.* Strong interpersonal skills, excellent communication, negotiation, team management and coordination skills.Technology* Proficiency in IT user (windows, SAP) and intermediate applications (MS Office)Language* Advanced level of English.
