OVERVIEWPositionPolicy Specialist (Labor and Employment)Job CodeReports toHead of Strategy, Policymaking and Data AnalyticsDirect ReportsDivisionStrategy DivisionDepartmentDepartment of Labor and Employment (DoLE)Role PurposeThis role is responsible for undertaking policy development including in relation to labor laws, workers compensation and pensions. Tasks including policy development, review and analysis of relevant labor data, laws regulation, policies and trends. The role may also require the performance of other tasks as directed by the line manager from time to time.KEY ACCOUNTABILITIES & ACTIVITIESEnd-State Responsibilities

  • Contribute to the development of DoLE legal framework including in relation to pensions and workers compensation
  • Coordinate with DoLE teams to understand their research and drafting needs
  • Conduct research and benchmarking exercises on existing labor policies and identify best practices that could potentially be replicated in NEOM
  • Build relationships with BE entities to enable coordination and cooperation on labor related issues
  • Prepare written reports, policy briefs, and memos summarizing research findings
  • Assist in drafting and reviewing legal documents, including legislation, regulations and advocacy materials
  • Assist with the development of education and information materials for companies and workers on NEOM?s Labor Law and Regulations and how to become compliant with it
  • Stay informed of existing legislative developments and legal precedents in the GCC region and identify best practices that could potentially be replicated in NEOM
  • Contribute to the development and continual improvement of the DoLE strategy
  • Support Head of Strategy in functions of strategic thinking, policy lab organizing and policy recommendations
  • Support all units within DoLE in administrative and other functions as directed by the Head of Strategy
BACKGROUND, SKILLS & QUALIFICATIONSKnowledge, Skills, and Experience
  • Experience with GOSI, workers compensation, pensions or related BE regulators and insurers highly desirable
  • Excellent organizational and planning skills, that will ensure work is effectively prioritized to meet deadlines
  • Experience in research and analysis of legal issues, regulations, and policy
  • Understand labor enforcement mechanisms, including labor laws and regulations
  • Proven ability to effectively cooperate with a range of teams, providers, and stakeholders across functional areas
  • Excellent judgment and problem-solving
  • Ability to present complex information in a way that is accessible to a wide range of audiences
  • Advanced verbal communication skills; ability to articulate own thoughts, and ideas, and develop a point of view about own work
  • At least 3 years of experience in a public sector regulator or in a private sector institution providing legal (labor)/policy advice
  • Fluency in English and Arabic (preferred)
Qualifications
  • Degree in Law, public policy, labor, economics, social science, or related field (preferable)
  • Other educational qualifications without a Bachelor?s degree may be acceptable depending on their relevance to this role.
