They are what we believe, what customers can expect, and how we deliver.Project OverviewThe New Murabba Project Infrastructure which will be built around the concept of sustainability, featuring green areas and walking and cycling paths that will enhance the quality of life by promoting healthy, active lifestyles and community activities. It will also feature an iconic museum, a technology and design university, a multipurpose immersive theater, and more than 80 entertainment and culture venues. The project will be situated at the intersection of King Salman and King Khalid roads to the North West of Riyadh, over an area of 19 square kilometers, to accommodate hundreds of thousands of residents. The project will offer more than 25 million sqm of floor area, featuring more than 104,000 residential units, 9,000 hotel rooms, and more than 980,000 sqm of retail space, as well as 1.4 million sqm of office space, 620,000 sqm of leisure assets, and 1.8 million sqm of space devoted to community facilities. The New Murabba project will offer a unique living, working and entertainment experience within a 15-minute walking radius and will have its own internal transport system. The ideal candidate should be a proactive self-starter with a proven ability to work independently and efficiently, while also engaging closely with the client, subcontractors, and project management team. The Estimating and Cost Manager will supervise cost estimating, cost engineering, and cost analysis/control activities. Responsible for preparation and review of discipline and subcontractor estimates. Responsible for conceptual estimating, cost analysis and estimate planning, coordination, consolidation and presentation. Specific experience in Heavy civil, roads, bridges, rail, and building estimating. Supports and promotes improvement measures and implementation of recommendations for the global business unit. Supports organizational and administrative activities.Job Responsibilities
  • Analyzes and validates contractor estimates. Effectively presents estimate review package to Customer.
  • Develops, prepares and reviews the conceptual scopes of estimates and studies when a definition is not available through a demonstrated ability to conceptualize the design of the finished product. Prepares specialized cost contingency analysis tools to compensate for undefined scope.
  • Support bid evaluation of cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors/contractors.
  • Review and evaluate contractor change orders and/or pricing.
  • Prepares and reviews escalation calculations for estimates of complex jobs.
  • Along with the project team identifies ways to mitigate project risk. Assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation.
  • Prepares and provides guidance in the preparation of proposal cash flow models and working capital analysis.
  • Responsible for the management of the overall project cost.
  • Prepares and coordinates the development of staffing and operating plans for cost engineering activities.
  • Reviews contract drafts for adequacy of cost and scope definition, and coordinates the development of all data in support of negotiations.
  • Prepares, coordinates, and directs cost engineering presentations to Bechtel and client management, as required.
  • Conducts personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
  • Interprets and executes policy, objectives, and standards applicable to cost control and cost analysis activities.
  • Directs cost analysis and problem-solving activities and develops and executes policy objectives and standards applicable to cost analysis activities.
  • Supports proposal activities as required.
  • Performs or directs functional audits of project activities to ensure technical adequacy of project cost engineering activities as required.
  • Maintains liaison within global business unit to coordinate workload and staffing plans, work processes, and procedures.
  • Develops and supports improvement measure institutionalization for the global business unit.
  • Serves as a subject matter expert within the global business unit.
Job Qualifications
  • Experience with the development and construction of large scale EPC projects.
  • Experience and demonstrated skill in directing cost estimating and cost analysis of heavy civil, road, bridge and rail projects.
  • Experience and demonstrated skill in directing project cost engineering functions cost control, and cost analysis. Experience and demonstrated skill in establishing criteria for Project Controls activities.
  • Experience working within or directly supporting a clients project organization.
  • Knowledge of statistical correlation and regression analysis of estimate variance, with an advanced understanding of how to apply real-world applications of statistical theory.
  • Skilled in providing direction, personnel administration, and training of technical and non-technical personnel. Skilled in oral and written communication, with demonstrated skill in presenting cost engineering information to management/clients.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and commissioning, and operations work processes.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of current industry and technical developments.
Minimum Qualifications
  • Bachelors degree in Engineering, Construction Management, or related field and minimum 13 years of professional experience in project controls with an emphasis on cost and project estimating. In lieu of a degree, 19 years of related work experience is required.
  • Current Work Permit/Iqama preferred (not required) to expedite the start date of this role.
