Job Description

JOB PURPOSE?This position is intended to ensure dedicated expertise to lead support to national social protection and safety nets efforts by the Government in Libya, in line with the Country Office?s Interim Country Strategic Plan, including contributing to policy formulation, technical guidance on programme strategy and implementation and associated delivery mechanisms.?????????????????KEY ACCOUNTABILITIES (not all-inclusive)?

  1. Provide strategic thinking and direction on the CO?s role in social protection programming identifying opportunities for WFP?s positioning and engagement in this area;
  2. Formulate CO strategy in social protection in line with organisational and regional strategy and the practical realities of operating in the field, including formulating clear programme and implementation plans related to social protection, and translating WFP programme policy into Country level practices, programming and implementation modalities and operations, working in close conjunction with CO management and relevant CO teams. This includes considerations for transition in a peace context, from humanitarian to longer-term programming, working closely with all relevant units in the CO;
  3. Inform CO engagement in and support specific national social protection schemes;
  4. Inform strategic and technical programme development, fostering integration of the work of relevant technical teams (cash based transfers, school feeding, nutrition, emergency preparedness and response planning, TEC?), including liaising as required with the Regional Bureau and Headquarters focal points as required;
  5. Based on the findings of WFP:World Bank joint assessment on social protection programmes, identify options for building Libya?s targeting and national social registry systems for implementing mitigation programs.
