Job Description

Action Against Hunger (ACF)˙is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for˙Post-harvest Senior OfficerWorkplace:˙IRBIDPosition Overview:˙Action Against Hunger (ACF) is a leading humanitarian agency working to combat hunger, malnutrition, and its determinants in over 45 countries worldwide. 12 years into the Syrian crisis, Jordan remains host to 1.36 million Syrian refugees (83% of whom live among host communities), in addition to over 90,000 refugees largely from Iraq, Yemen, Somalia, and Sudan.Working in Jordan since 2013, ACF has focused its response on WASH, Food Security, and Livelihoods, and MHPSS programming for refugees and vulnerable Jordanians, both in camps and host communities. ACFs 2020-25 country strategy aims to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan with an emphasis on rural and peri-urban women and youth.˙As of 2023, Action Against Hunger has operations across Amman, Irbid, Mafraq, Zarqa, and Madaba with over 70 staff.Based in Irbid, ACFs Post-harvest Senior Officer is responsible for leading the technical work including training preparation, trainings, technical support and monitoring, and identifying and engaging post-harvest companies for trainings. He/she is reporting directly to the FSL Program Manager and will focus on conducting practical training on branding and packaging for small farmers including (grading, cooling, storage, packaging, transport, and hygiene standards/Global GAP), in close coordination with private sector actors and branding/marketing design/packaging companies. The role will directly contribute to the ?Grow Economy? project, aimed at promoting sustainable, inclusive, and decent economic opportunities for Syrian refugees and vulnerable Jordanians in the agricultural sector in Irbid Governorate.˙Responsibilities:1) Contribute to the project planning˙and Oversee the implementation of project activities on the Grow Economy project, ensuring ˙implementation is in line with ACF standards

  • Contribute to the planning and lead ˙the implementation of Post harvest interventions within the project in the targeted areas (Bani Kenanah and Ramtha), aligning them with the project work plan and guidance provided by the Program Manager.
  • Support the Program Manager in project planning, scheduling, and the development of all project components, specifically focusing on Post-harvest handling Training (grading, cooling, storage, packaging, transport, and hygiene standards/Global GAP etc.), in close coordination with private sector actors and branding/marketing design/packaging companies.
  • Provide support to the Program Manager and actively participate in ensuring that the project objectives and activities, particularly in the areas of Post-harvest handling are effectively delivered.
  • Maintain constant communication with the Program Manager, keeping him updated on ongoing activities, potential challenges, threats, and successful outcomes.
  • Presenting solutions and lessons learned, as well as generating material for knowledge sharing and future planning.
  • Supervise and assist the FSL assistants in compiling and managing beneficiaries? lists across various project components.
  • Monitor project needs and procurements, reporting back to the Program Manager, and ensuring logistics and supplies to support project activities.
  • Continuously assess methods and conduct project evaluations, proposing improvements where necessary to enhance the effectiveness and impact of the interventions.
  • Monitor on the field and follow up on the implementation of project activities, identify and anticipate problems and constraints, and propose solutions and possible improvements.
  • Act as the organizations representative in meetings with local stakeholders, gathering feedback, documenting meeting minutes, and establishing a systematic archiving system to maintain records of various interactions.
2) Oversee the implementation of ˙the ˙Post-harvest handling activities and make sure its aligned with ACF SOPs and donor requirements:
  • Lead the beneficiary selection and eligibility process adhering to the criteria established by Action ˙Against Hunger.
  • Work closely with the FSL assistants, and numerators in compiling a comprehensive and accurate beneficiaries list.
  • Liaise with the enumerators and MEAL team and Lead the process of validating, updating, and archiving the beneficiaries data list.
  • Ensure that the beneficiaries are well-informed about the application and registration procedures, as well as any additional information required, including details about the feedback and complaint mechanism, use of their personal data?s
  • Supervise the FSL assistants to ensure they maintain regular follow-up communication with the beneficiaries.
  • Enhance the collaboration with other local entities (CBOs, local cooperatives, and concerned governmental entities.)
  • Lead the implementation of ˙Post-harvest handling training activities including (grading, cooling, storage, packaging, transport, and hygiene standards/Global GAP etc.) through the facilitation and leadership of training sessions in line with established curricula.
  • Manage each cohort?s surveying and monitoring activities, oversee the compilation of archival data, and contribute to data analysis in support of evidence-based learning for each cohort and across the life of the project.
  • Contribute to the professional development of the facilitation process and the improvement of training content and strategy by actively participating in project discussions based on the beneficiaries needs.
  • Design and roll out the business grants template, delivery procedures, risk mitigation measures and monitoring aspects, considering the organization and project standards.
  • Oversee the Business grants distribution and ensure that the process is adhering to Action Against Hunger SOPs and best practices.
  • Support the program manager in maintaining liaisons with the Finance and MEAL departments on the delivery and monitoring of business grants for Small Farmers.
  • Support the program manager in maintaining good and clear communication with finance and the Meal department, as well as in updating the quality of data and reporting.
  • Support the projects Gender focal point to ensure that specific barriers faced by women farmers are addressed throughout the training.
  • Participate in the Project learning Cycle activities with the Project team to maintain coordination, collaboration, and sharing knowledge for the benefit of the project objectives.
3) Reporting, including Activity Progress, quality plan implementation, and field updates and needsProvide detailed reports on completed activities, analyzing the undertaken tasks and highlighting any obstacles encountered.
  • Maintain regular communication with the Program Manager offering updates on the ongoing activities, potential challenges or threats, and achievements.
  • Identify, analyze, and evaluate processes and gaps in the implementation of activities and offer suggestions for enhancements, ensuring activities are carried out promptly and with high quality.
  • Develop and oversee implementation plans for Post-harvest handling activities. Report progress to the Program Manager and ensure these plans are followed up on a regular basis.
4) Supervision and manage FSL Assistants
  • Manage the FSL Assistant: provide leadership, monitoring, and motivation; establish, follow, and encourage adherence to best practices in performance management.
  • Lead the development of direct reports to empower them with the skills necessary to demonstrate ownership of their role and associated responsibilities.
5) Ensure adherence to Action against Hunger gender requirements
  • Commit and comply with the organizations gender, age, and diversity principles & policies (working with people, communication).
  • Support the implementation and the promotion of gender, age, and diversity principles through daily activities and or through the management of their teams (Managing performance & development)
  • Maintain the confidentiality of all sensitive information at all times.
  • Perform other job-related tasks as requested by the supervisor.
