Job Description

Action Against Hunger (ACF)˙is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordans economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with 80% of Syrian refugees unemployed in 2021, up from 50% and 65% in 2019 and 2020.ACF˙is looking for its program in Jordan for˙WASH TechnicianWorkplace:˙˙Irbid with frequent field movement in areas of operation and other Action Against Hunger offices in the countryOverview:˙The WASH Technician will be responsible for identifying urgent needs in terms of rehabilitation, repairing and improving of water and sanitation infrastructures in Syrian refugees? and vulnerable Jordanians? houses and in public institutions.Responsibilities:1) Identify urgent needs in term of rehabilitation, repairing or improvement of water and sanitation infrastructures.

  • Beneficiary?s outreach and registration through door to door visits or other methodologies as per the WASH Senior Officer guidance and instructions.
  • Determine and assess the beneficiary household needs and vulnerability (social and WASH)
  • Evaluate the condition of sanitation facilities and technical requirements, then develop a schedule of the required materials for the maintenance.
  • Collaborate with Public Institution (PI) focal points to evaluate the infrastructure needs, gather essential project data, and formulate a Bill of Quantities (IBOQ) for each institution. This includes estimating the required quantities and prices for the needed items.
  • Contribute to the evaluation of the effectiveness of the project assessment tools in use and propose improvements to enhance their functionality.
  • Enter and manage the project data entry in the field using applications such as Mwater, Kobo, and Microsoft office.
  • Participate on the quality checks on samples, ensuring accurate information regarding origin, type, and quality.
  • Coordinate with the local communities and ACF community-based organizations focal points.
  • In collaboration with WASH Senior Officer, contribute to the development of a master detailed bill of quantities (BOQ) with all the required technical specs, estimated quantities and prices for HHs and some selected Public Institutions for the needed upgrades works based on assessment and program requirements, means of verification, ensuring that recommended work is within the minimum standards.
  • Ensure the integration of gender, child protection, environment and other crosscutting issues to the design, implementation and development of the project activities.
2) Supervise the field work and the contractor
  • Follow up project activities implementation through the contractor on daily basis.˙˙˙
  • Commit to action against hunger safety and security rules, ensuring the safety of construction sites for workers and beneficiaries.
  • Oversee the cases completion process, commencing with the taking over process itself, executing relevant documentation, and addressing any deviations from the specified work outlined in the IBOQ. Any alterations to the original IBOQ must undergo assessment and approval by the technicians.
  • Verify that WASH facilities rehabilitation works done by the contractor is carried out according to quality standards and technical specifications established by ACF Team not only during the handover phase but also throughout the implementation. Communicate any observations requiring corrective action from the contractor, sharing these notes with both the contractor and submitting reports to the line manager and team leader at the end of each day.
  • Monitor and follow up with beneficiaries and the contractor regarding complaints received from beneficiaries, ensuring that corrective actions are taken by the contractor.
3) ˙Reporting.
  • Write weekly activities report, and verbal reports whenever necessary.
  • Ensure photo documentation of activities, before-during-after.
  • Reporting on the ongoing projects day-to-day field issues in order to improve execution or identify any work plan modifications that may be necessary.
4) Ensure adherence to Action against Hunger gender requirements.
  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Support on the implementation and the promotion of gender, age and diversity principles through daily activities.
