Additionally, this award will provide services to strengthen the Monitoring, Evaluation, and Learning (MEL) capabilities of USAID/BHA staff, Implementing Partners (IPs), and targeted local partners.Position Description:This is an Erbil, KRI based, full-time position. The expected period of performance is an estimated five years to cover the duration of the program. Please be advised that the position is dependent on contract award.We are looking for a candidate who can provide overall technical direction on monitoring methodology and data analysis. The DCOP will be responsible for the technical design of the monitoring plan, data collection tools, leading engagement with IPs, ensuring integrity of data and the overall monitoring system. The DCOP will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.
