ORGANIZATIONAL CONTEXTThese jobs are found in the Country Offices (COs), Regional Bureaux (RBs) and Headquarters (HQ). Job holders report to a Security Officer.At this level job holders have independent responsibility for technical, specialised work including planning, organisation and coordination of tasks and setting team objectives. They deal with a variety of complex issues involving interaction with both internal and external stakeholders. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of responsibility, judgement and initiative to respond independently to queries. Job holders have a level of expertise and knowledge to adapt and develop security systems and processes in order to continually improve the level of service.?They are expected to supervise, motivate and develop a team of support staff and/or are responsible for specialised support service(s) where the work is undertaken with the help of specially designed techniques, methods and processes. These jobs may require report for duty on short notice.JOB PURPOSETo lead and co-ordinate the activities of the security team ensuring that they are aligned with business needs and develop and implement recommendations for process improvements in order to secure WFP staff, facilities and operations.?KEY ACCOUNTABILITIES (not all-inclusive)1. Review and analyse security threats and risks and produce comprehensive reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated for senior staff review and supports reporting needs and decision-making.2. Analyse a variety of security related information (e.g. security incidents and events, security support to daily activities etc.) and use corporate or local management tools to produce a range of complex analyses and in-depth reports, to ensure that information is readily available and communicated to relevant stakeholders.3. Build and maintain relationships with a range of external stakeholders such as local administration, security and law enforcement authorities, communities, UN/ NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.?4. Oversee and co-ordinate staff activities during field missions and ensure that security assessments are performed as per WFP standards to support safe and effective programme delivery.5. Analyse security assessment reports and the security situation following field missions, in order to devise measures for risk mitigation.6. Provide advice and technical expertise on security risk management matters and safety issues in compliance within United Nations Security Management System (UNSMS).7. Oversee the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) and develop measures to improve compliance.8. Oversee the maintenance and management of security equipment and strengthen technology capacity in line with business needs.9. Oversee, monitor and ensure that access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.???10. Develop and oversee the implementation of measures for improving emergency and contingency planning documentation including physical preparations and procedures to support preparedness for a crisis.??11. Design, plan and deliver security training to staff and meet training requirements in response to staff feedback and business needs.12.
