The Partnership and Scaling Advisor will be responsible for the following key objectives:Serve as regional Ahlan Simsim Partnership LeadOversee and support Real-time Scaling Lab ambitions in Jordan, Lebanon and Iraq; explore application of the scaling experience in SyriaEnsure Real-time Scaling Lab aligns with the IRC Partnerships management system and approachesSpecific responsibilities will include:Serve as regional Ahlan Simsim Partnership LeadWork closely with Ahlan Simsim Project Director to research and understand donor partnership philosophies, strategies and priorities and translate these into regional and (in collaboration with country teams) country level strategies;Support work in coordination with the governance unit on Political economy analysis (PEA) for each country context;Serve as the AS stakeholder analysis technical expert as defined in PEERS (IRC s partnerships management system);Develop regional AS partnership vision and associated scaling and partnership strategy informed by and aligned with country level partner strategies and donor s priorities;Support and advise country teams on the development of their scaling and partnerships strategy, consistent with the Ahlan Simsim strategy;Work closely with the Ahlan Simsim technical leads to ensure country partnership staff are up-to-date on ECD new research and knowledge;Ensure the effective utilization of PEERS to deliver on the Ahlan Simsim scaling and partnership strategy, including for the different stages of the partnership development and the different types of partners;Collaborate with Regional Partnership Director to develop new processes and tools as necessary to deliver on the Ahlan Simsim scaling and partnership strategy;Work in coordination with Ahlan Simsim Technical staff to develop support and monitoring strategies for different types of AS partners and participate in country-level partner monitoring (program quality);Develop roles, responsibilities and protocols for the regional office and country teams with respect to partner selection, engagement and monitoring;Lead the integration of partner approaches with Real-time Scaling Lab to inform knowledge management;Lead the management of project-wide partnerships, including the management of any agreements associated with those partnerships, consistent with PEERS;Work closely with Ahlan Simsim Project Director to support key internal leadership stakeholders to understand the role of partnerships in delivering on Ahlan Simsim project objectives.Oversee and support Real-time Scaling Lab ambitions in Jordan, Lebanon and IraqWork in close collaboration with the Brookings Institution from development to execution of the Real-time Scaling Labs in each Ahlan Simsim target country, as a core approach to delivering on Ahlan Simsim s scaling and partnership strategy;Support country teams with lab launch, including identifying and inviting lab members, and the development of country-specific scaling plans;In collaboration with Brookings, co-develop plans and frameworks and support with facilitation for in-country convenings and workshops;Support implementation of the scaling plan regionally and within each of the three countries, as appropriate, including facilitating communications between lab members and supporting stakeholders to use data and information gathered to make adjustments to scaling plans and scaling priorities as the project progresses.Lead planning and execution for an annual meeting on Partnership approaches and Real-time Scaling Labs, and the integration of the two;Work closely with the country teams to develop an overall lessons learned document on the Real-time Scaling Labs experience that could feed into IRC s partnership management system and ensure scaling plans and needs are consistent with PEERs processes and procedures;Participate in global cross-lab workshops to share lessons and insights hosted by Brookings;Key Working Relationships:Position Reports to: Regional Project Director, Ahlan SimsimPosition indirectly reports to: Brookings Institution StaffPosition indirectly supervises: Real-time Scaling Lab Staff in Jordan, Lebanon and IraqOther Internal and/or external contacts:Internal: Regional Partnership Director, regional, country, and HQ staff for the Ahlan Simsim project; technical unit staff (Education, Research Learning and Evaluation, Health, Violence Prevention and Response, Economic Recovery and Development, Governance, Gender Equality); Grants Management staff, ECD coordinatorsExternal: Brookings Institution staff, Sesame Workshop staff; Government officials; Implementing partner organizations; Community representativesQualificationsAt least 5-7 years of experience working in partnership with Government, CSOs or other local organizations at an international NGO or similar organization;Based in Amman or Lebanon, knowledge of regional and country context;Experience facilitating or co-facilitating workshops and meetings; comfortable managing group dynamics, leading workshops and activities, and keeping agenda on track and directed at end goals;Experience in managing or co-managing multi-stakeholder initiatives, capacity to understand and adapt to different institutional cultures, and relational ease with both high level government representatives and technical staff;Knowledge and practical application of scaling literature and systems change processes is preferred;Strong interpersonal communication and problem-solving skills;Strong planning, organizing, and team-building skills;Ability to adapt workshop content to group dynamics, environment, and feedback;Ability to work independently, meet deadlines, and manage work plan and timeline with minimal oversight;Ability to periodically travel domestically and internationally;Regular access to high-speed internet for conference calls and document sharing;Knowledge of early childhood development or education is a plus;Fluent in written and oral Arabic and English required.
